Union Home Secretary Govind Mohan and the Intelligence Bureau (IB) Director Tapan Kumar Deka would be submitting two separate reports on the Indo-Myanmar international border fencing and the law and order situation of Manipur to the Union Home Minister.
Union Home Secretary Govind Mohan's recent two-day visit to the State is also related to the report to be submitted to Amit Shah, well placed sources said.
During his visit to the State, the Union Home Secretary deliberated on the State's law and order situation as well as the border fencing with all relevant officials.
Amit Shah would discuss the two reports from the Union Home Secretary and the IB with Prime Minister Narendra Modi.
After studying the reports, the Prime Minister and the Union Home Minister may take a concrete decision on the installation of a popular Government in Manipur or maintaining the status quo.
Even if the reports furnished by the Union Home Secretary and the IB Director say that the condition is still not conducive for installation of a popular Government in Manipur, there is also the possibility of BJP Central leadership appointing someone as the Chief Minister and leave the State's affairs to the new Government, said the sources.
It has been almost four months since President's Rule was imposed in the State following the resignation of Chief Minister N Biren and the PR administration has been working to improve the State's law and order situation.
The PR administration has been focusing on recovery of looted arms, search operations in suspected areas and intensive frisking exercises on roads.
Following the imposition of President's Rule, violent clash or exchange of fire between Kukis and Meiteis has ceased, said the sources.
However, the Governor is still unable to create a secure atmosphere where people of different communities can move freely in each other's areas.
There are also suspicions of some elements deliberately trying to sabotage or derail any attempt to ensure free movement of all sections of people in any part of Manipur, said the sources.
Notably, Union Home Minister Amit Shah presided over a high level meeting at New Delhi on March 1, 2025.The meeting was attended by Governor Ajay Kumar Bhalla, Union Home Secretary Govind Mohan, Chief Secretary PK Singh, Security Advisor Kuldiep Singh, DGP Rajiv Singh and top officials of different security agencies.
It was during this meeting that Amit Shah instructed the Governor and the top security and civil officers to ensure free movement of all sections of people on all roads and highways in Manipur with effect from March 8, 2025, and also to take up strong action against those who posed obstruction to the free movement.
In line with the Union Home Minister's instruction, Governor Ajay Kumar Bhalla arranged bus trips from Imphal to Churachandpur and Senapati on March 8.Ahead of the bus trip, an eminent official of the State Government went to Kangpokpi and talked with Saikul AC MLA Kimneo Haokip and Kangpokpi AC MLA Nemcha Kipgen.
The two MLAs also agreed to see that the State Government's plan to send buses to Kangpokpi and Churachandpur goes off smoothly without any disturbances, said the sources.
Escorted by large number of security personnel both in the front and the rear, two buses set off for Churachandpur and Senapati at around 9.10 am on March 8 .
The bus heading to Senapati was blocked by strong violent protests at Gamgiphai and as a result, the bus could not reach Senapati.
The violent protests resulted in the death of a protester and injuries to dozens including security personnel.
Some Central leaders have a strong suspicion that the violent protests were incited and stoked by certain elements by whipping up the people's sentiment to defeat the Government's plan.
Taking such incidents into consideration, the Central leadership may choose the option of installing a popular Government and leave the State's affairs to the popular Government and the MLAs, said the sources.
