ADCs salaries, allowances finalized

Imphal, January 12 2011: State government has finalised the salaries and allowances of chairman, vice-chairman, executive members and members of Autonomous (Hills) District Councils (ADCs), an official source said.

According to the salaries and allowances approved by the government on last Monday, a chairman of the ADC will enjoy a monthly pay of ' 12,000 plus house rent allowance (HRA) of ' 2,500 per month.

That for the vice chairman will be ' 11,000 and ' 2,000 respectively while that of executive members will be ' 10,000 and ' 1,500 and that of councillors has been fixed at ' 9,000 and Rs 1,500 respectively.

The salaries and allowances were finalised by the government based on the recommendations made by the Manipur (Hills) Department.

The recommendations of the hill department was prepared after a thorough comparision with the remunerations given to the ADCs in other North Eastern states, the source said.

The rates approved by the Manipur government is higher than that of ADCs in Assam, Tripura and Mizoram, but slightly less than that enjoyed by ADCs members in Meghalaya.

The decision was taken of the hill department took into account the revised rates of remuneration to chairman, vice chairman, executive members and ADCs in other NE states after the implementation of recommendations of the 6th Pay Commission.

When the state government requested its counterparts in the NE, it was informed that the 6th Pay Commission recommendations have not been implemented by any of the ADCs in Assam, Tripura, Mizoram and Meghalaya.

The approved salaries and allowances will be effective from the constitution of the ADCs in the five hill districts of Ukhrul, Senapati, Tamenglong, Churachandpur and Chandel.

However, there is no budgetary provision in the current financial year either in the plan sector or the non-plan secor for payment of salaries.

The ADCs in the five hill districts were constituted after a lapse of over 20 years under the "controversial" Manipur (Hills Areas) District Councils (Third Amendment) 2008 .

Many Naga civil societies are against the Act and have demanded nullification of the recently constituted ADCs.

The election to the ADCs was held in two phases in May and June, 2010 amidst boycotts and disturbances.

In the latest development the United Naga Council (UNC) has asked the ADC members to resign on or before January 31, 2011 .
