Complete breakdown of law and order: PAPPM

The People's Alliance for Peace and Progress, Manipur (PAPPM) has stated that the killings in Manipur continue unabated, despite repeated assurances from the Government, due to the complete breakdown of law and order.
"The killings in Manipur have not ceased.
The wounds remain open.
The blood still flows," the Alliance said in a press release.
PAPPM highlighted the tragic event of April 7, 2026, when two children were killed in a bomb attack at Tronglaobi in Bishnupur district.
Later that same day, three civilians were shot dead by the CRPF during a protest, with several others sustaining injuries.
The Alliance also condemned the killing of three Tangkhul civilians at TM Kasom in Ukhrul district today, asserting that these deaths are not isolated incidents but rather a direct consequence of the collapse of law and order.
"They are proof that every promise of peace and security has been abandoned," PAPPM stated.
Expressing its condolences to the families of the victims, the Alliance criticised the State's response, saying, "The State offers nothing" .
"We stand with both the valley and the hills.
Every life lost is not just a tragedy; it is an indictment of a political establishment that has failed, repeatedly and utterly".
PAPPM demanded justice for the victims, stating that it will not rest until a judicial inquiry is ordered into the killings and the perpetrators are held accountable.
Law and order must be restored and those responsible for this breakdown must face the law, the Alliance said.
Saying that the highways remain open to militants, it added that the Tangkhul civilians had only recently resumed using the road after months of siege by Kuki militants.
This return to the highway occurred only after the Chief Minister personally assured the public that the highway was safe, and that security forces had been deployed.
Just one day later, people were killed along the highway.
The Alliance stressed that this incident is not merely a tragedy, but a vindication of political lies.
Union Home Minister Amit Shah had announced that New Delhi would take responsibility for law and order in the hill areas, while the State Government would manage the valley, PAPPM reminded and asked, "Where are those commitments now? Where is the accountability? Where is the protection of innocent life?" it asked.
While reaffirming its trust in India's justice system, PAPPM cautioned that this trust is not infinite, and that it has been severely tested.
"Justice delayed is justice denied," the statement said.
