Imphal, September 02 2009: A major reshuffle in the work charges of top 26 administrative officers of the state government has been made today.

Charge of Home Department has been removed from the state Chief Secretary, DS Poonia.

Among the transfers and postings of the beaurocrats, Deputy Commissioner of Imphal West district, A Ibocha, IAS (MT-92) has been transferred as Commissioner of Science and Technology.

K Radhakumar, IAS (MT-2000) looking after the work charge of Additional Secretary (Finance) and Ex-officio Director (Small Savings) and also Director (Local Fund Audit) has been transferred as Imphal West Deputy Commissioner.

H Deleep, IAS (MT-2000) has been transferred as Deputy Commissioner of Chandel district.

He was looking after the charge of Director of Institutional Finance with Additional charge of Ex-officio MD/MSCB, Director, Treasury and Accounts), Additional Secretary Finance and Director Tourism.

The Deputy Commissioner of Churachandpur, Sumant Singh, IAS (MT-2003) has been transferred as Deputy Commissioner of Tamenglong district while the DC, Tamenglong, Jacintha Lazarus, IAS (MT-2004) has been posted as Deputy Commissioner of Churachnadpur district.

As per the order of the state Department of Personnel and Administrative reforms (Personnel Division) issued today removed the work charge of Home Department from the state Chief Secretary DS Poonia IAS (MT-78) leaving only the charge of Planning and Project Director, Manipur Development Society.

Commissioner Vumlunmang, IAS (MT-92), health and Family Welfare and Project Director (MACS) has been given additional charge of Home removing the work charge of project director, MACS, by the order issued by PK Singh, commissioner (DP).

Additional secretary (Home, DP, ACR, Adult Education) H Gyan Prakash, MCS has been transferred as additional secretary (finance) and ex officio director (Small Saving) and director (Local Fund Audit).

The work charge of PHED, RD and PR has been removed from principal secretary PC Lawnkunga, IAS (MT-79) leaving only the charge of MOBC, the work charge of the planning from principal secretary, AN Jha, IAS (MT-82) taken out, leaving the charge of finance, forest and environment and principal secretary to CM and chairman, MANIREDA.

The science and technology charge from the commissioner Ramnganing Muivah, IAS (MT-85) has been removed, leaving only the charge of Works, WL Hangshing, IAS (MT-85) commissioner of Manipur Bhavan, New Delhi has been transferred as commissioner of PHED, commissioner of FCS, S Budhachandra Singh, IAS (MT) has been given additional charge of ex-officio director of FCS.

Shambhu Singh, IAS-86), commissioner (election, higher and technical education) and CEO, Manipur has been transferred as resident commissioner, Manipur Bhavan, New Delhi, Dr Suhel Akhtar, IAS (MT-86), commissioner (Relief, DM) has been given the additional charge of RD and PR while commissioner of SCERT, CADA K Moses Chalai, IAS (MT-90) has been transferred as commissioner, Higher and technical education, horticulture and soil conservation and member secretary (ERADA, BRVDB).

The work charge of health and family welfare and project director (MACS) from commissioner, Vumlunmang, IAS (MT-92) removed and given the charge of commissioner home retaining the charge of commissioner of health and family welfare.

The additional work charge of horticulture and soil conservation and member secretary (EBADA, BRVDB) removed from commissioner BB Sharma, IAS (MT-92) retaining only the charge of tourism.

PK Singh, commissioner of education (s), sericulture, DP and AR) and ex-officio resident commissioner-Manipur Bhavan, New Delhi, secretary to the chief minister has been given additional charge of commissioner Manipur Bhavan.

Additional charge of ex-officio director tourism to Th Gopen, MCS, additional secretary (IFC, Agriculture, MI and sericulture, joint CEO and ex-officio additional secretary (election) as additional secretary (DP, ACR, Adult Education and ex-officio MD-MSCB and director of Institutional Finance, the order stated.

The order also effected to the transferred of N Praveen, MCS, deputy secretary (education, GAD, Education (s) and ex-officio ACEO as joint CEO and ex-officio deputy secretary (election, GAD, education (s), the work charge of ex-officio TO-Imphal West from Kiran Kumar, MCS, CEO Zilla Parishad ( Imphal West) removed and given additional charge of ex-officio in-charge director of treasury and accounts while Konsam Binku, MFS, assistant director (treasury and accounts has been transferred as Treasury officer, Imphal west.
