FoH demands NRC before polls

Imphal, September 16 2026: Flatly rejecting Chief Minister Yumnam Khemchand's claim that no organisation demanded for NRC in 2022, the Federation of Haomee (FoH) has stated the National Register of Citizens (NRC) must be updated before any general election is held in the State.

Speaking to media persons at their Kabo Leikai office today, FoH general secretary Yazing Vilisy Shimray said that 17 organisations based in the hills and the FoH from the valley held the first general assembly of the indigenous people at Adimjati Hall on July 12, 2022 .

The assembly made a distinct reference to the agreement signed between the State Government, AMSU and AMSCOC in 1980 which said that all foreigners living in Manipur should be identified based on the 1951 census report, NRC 1951 and Village Directorate 1951 .

Another agreement was signed in 1994 with the President's Rule Government on identification of illegal immigrants based on the electoral roll of 1948, Yazing Vilisy Shimray said.

Citing these agreements, the 18 indigenous organisations sent a memorandum to the Prime Minister on July 18, 2022 seeking updation of the NRC with 1951 as the base year.

Together with a reply to this memorandum, the Home Ministry sent a letter on August 5, 2022, he said.

FoH president Sapamcha Jadumani said that a copy of the memorandum submitted by the 18 organisations to the Prime Minister was also submitted to then Chief Minister N Biren.

Jadumani said that he talked with N Biren repeatedly and urged him to update the NRC .

This led to the Manipur Legislative Assembly adopting a resolution to update the NRC, he said.

Pointing that it was the strong and sustained pressure from the public which led to the introduction of Inner Line Permit System (ILPS) in the State, Jadumani said that the people and the State Government need to exert strong pressure on the Government of India to get the NRC updated.

The FoH's steadfast position is "No NRC, No Election", he said.

The FoH president added that there is a strong possibility of illegal immigrants overwhelming the indigenous people of Manipur sooner rather than later if the NRC is not updated and illegal immigrants are not deported.
