Rs 949.63 Cr for IDPs released since 2023 : Report

Imphal, September 16 2026: Since the start of the violent Manipur conflict in May 2023, the Ministry of Home Affairs has so far approved Rs 1,347.78 crore for rehabilitation of internally displaced persons, and of the amount, Rs 949.63 crore has been released and utilised, said a report of the State Home Department.

As on September 3, 2026, there were a total of 28,899 internally displaced persons staying at relief camps (24,530 IDPs) and temporary locations (4,369 IDPs), according to the report.

The report said a total of 31,823 IDPs have returned to their own houses, while 7,034 houses have been constructed and 4,159 houses have been repaired.

Of the 7,034 houses, 6288 were constructed under the Pradhan Mantri Awas Yojana - Gramin (PMAY-G) and MHA's top-up financial support package.

746 houses were constructed under the State's permanent housing scheme.

Currently, there are a total of 105 relief camps open and running.

Bishnupur district has the highest number of relief camps at 41, housing 7,892 internally displaced persons.

Churachandpur district has 19 relief camps housing 5,195 IDPs.

Imphal West district has 13 relief camps housing 4,395 IDPs.

Kangpokpi district has 12 relief camps housing 3,389 IDPs.

2,506 IDPs are staying at temporary locations in the district.

Imphal East district has 8 relief camps housing 2,022 IDPs .

Kakching district has 5 relief camps housing 552 IDPs.

A total of 2,506 IDPs are staying at temporary locations in the district.

Jiribam district has 4 relief camps housing 327 IDPs .

Thoubal district has 3 relief camps housing 758 IDPs .

Tengnoupal district has no relief camp, however, 1,290 IDPs are staying at temporary locations in the district, said the report.

The Home Department's report mentions that during 2023-24, Rs 400.24 crore was approved.

Of the approved amount, Rs 398.19 crore has been released when Rs 403.05 crore has been utilised.

During 2024-2025, Rs 424.36 was approved.

Of the approved amount, Rs 217.14 crore has been released when Rs 274.60 crore has been utilised.

During 2025-2026, Rs 523 crore was approved.

Of the approved amount, Rs 321 crore has been released and Rs 172.77 crore has been utilised.

While no amount has been released for 2026-27, the State has utilised Rs 99.214 crore, said the report.

The report further states that from February 2026 to August 31, 2026, a total of 2,638 FIRs related to the ongoing crises were registered, and chargesheets have been filed in 181 cases.

During the same period, a total of 1463 persons were arrested.
