Home Guards serve ultimatum, threaten indefinite hunger strike from Sept 30

The Manipur Home Guard Employees Welfare Association (MHGEWA) has served an ultimatum to Chief Minister Y Khemchand and Home Minister Govindas Konthoujam, warning of an indefinite hunger strike from September 30, 2026 if their long-pending demands are not met by September 21 .
The decision was taken during MHGEWA's Managing Committee meeting held on June 21, 2026 under the chairmanship of president Y Mangi Singh.
In its memorandum, the Association said Home Guard volunteers have rendered decades of service in law and order maintenance, election duty, disaster response and other emergencies.
Despite this, they continue to face poor service conditions, delayed allowances, lack of promotions and inadequate welfare benefits.
MHGEWA expressed disappointment over the Government's prolonged inaction, alleging that repeated representations and even judicial directions have failed to bring relief.
This has left thousands of Home Guard personnel and their families in financial and professional uncertainty.
Key demands include finalisation of seniority lists, promotion rules for all ranks, enhancement of Dearness Allowance at par with police constables, extension of ration money allowance, timely payment of duty allowances, appointment of a separate full-time Commandant General, raising the retirement age to 62 or 65, filling vacant posts, and increasing sanctioned strength to 3,394.The Association urged the State Government to address the issues within the deadline, failing which it will intensify democratic agitations, including an indefinite hunger strike, to secure justice and dignity for Home Guards across Manipur.
