Joy urges HCBA

Veteran politician Okram Joy today submitted a memorandum to the president of the High Court Bar Association, Manipur pushing for an effective mechanism for expeditious trial and disposal of election petitions and plugging the vacant posts of Judges in the High Court of Manipur.
Briefing media persons outside the Manipur High Court Complex, former Minister Okram Joy said he had submitted a similar memorandum to the Secretary, Governor of Manipur and the Registrar General, High Court of Manipur.
He stated that out of 36 election petitions filed in the High Court of Manipur in connection with the 2022 State Assembly Election, only 3 election petitions have been disposed of while the remaining 33 are still pending.
Though the five year term following the 12th Manipur Legislative Assembly Election is set to complete after some months, it is still uncertain when the 33 pending election petitions will be resolved.
According to section 86 of the Representation of the People Act, 1951, every election petition should be tried as expeditiously as possible and disposed of within a period of six months, said the former Minister.
Further stating that the High Court does not meet the full strength of five Judges, he reasoned this might be why a number of cases are still pending.
In consideration of such issues, the veteran politician submitted the memorandum appealing for an effective mechanism to be worked out which will expedite the trial and disposal of election petitions pending before the High Court of Manipur.
