Special coaching for Govt school students on cards

Imphal, July 26 2022: Education minister Th Basantakumar has said that the government is seriously planning to conduct special coaching programmes for government school students to prepare them for competitive examinations.

The minister made the announcement on Tuesday, the second day of the on-going Manipur Legislative Assembly which began with speaker Th Satyabrata taking up the question hour followed by discussion on Budget Estimates, 2022-23 .

During the session, Congress MLA K Ranjit Singh moved a motion on the poor result of students of government schools in BOSEM and COHSEM examinations.

Clarifying on the motion, education minister Th Basantakumar said that the government schools were able to produce 15 subject toppers in the recently announced class-XII exam while the pass percentage recorded notable increase.

Higher Secondary School was placed among the toppers in Class XII arts stream examination though no government school students managed to figure among the position holders in science stream.

Pointing out that the pass percentage for government schools in COHSEM exam increased from 61.96 pc in 2019 to 89.23 pc in 2022, Basantakumar continued that pass percentage for private schools was 90 pc, which is marginally less than one per cent higher that government schools.

Regarding the HSLC examination, he informed that the pass percentage has increased from 56.2 per cent to 60.48 per cent though no position holders could be produced by government schools.

Moreover, 49 government schools recorded cent per cent pass percentage, thereby showing that the government schools are improving.

Moreover, those students who could not pass the examination are needed to be encouraged and motivated.

In order to produce toppers from government schools in Class X and XII examinations, the government is planning to conduct 40-60 days of special coaching for students appearing class X and XII exam by selecting the school toppers.

He further continued that the enrolment rate in government schools has increased both in secondary and higher secondary schools signifying that people still trust the government schools.

In response to questions raised by MLAs K Ranjit and Th Lokeshwar, the minister said there are 28 aided high schools with the good infrastructure in the state.

He also confided that there is plan to convert some Aided High Schools with healthy enrolment rate to the full-fledged government schools.

Under the School Fagathansi Mission, two schools from each constituency are selected, he added.

The minister further stated that NEP-2020 is implemented in the state and there is no provision of canceling Class X and XII board examination.

As such, COHSEM and BOSEM will remain functional and the government will incorporate new policies so as to ensure that both work efficiently.

He continued that the state will implement the NEP in accordance with ground reality of the state.

Several meetings have been convened in the state about implementation of NEP.

As education is a concurrent subject, 30 per cent of the contents can be local context by discussing with the centre.

In this regard, the CM chaired a meeting with experts for inclusion of culture and tradition of the state, he recalled, while adding that a road map is being prepared with inputs from comments of experts.

Joining the discussion, CM N Biren said that 'School Fagathansi' mission is a policy of the state government to ensure mass education and move towards a progressive society.

In addition to it, the government should also work for producing position holders.

Replying to the question raised by MLA Surjakumar Okram; Health & Family Welfare minister Dr S Ranjan said that steps have been taken up to deal with the rising Covid-19 cases in the state through focus on surveillance and testing, ensuring bed availability for COVID patients and medical oxygen, and intensifying vaccination drive.

He also said that payment of honorarium to the contractual staff engaged for Covid related duties has been cleared till December, 2021 .

After generating Specific Identification Numbers (SIN), payment of wages for the staff engaged during the period from January 2022 to March 2022 will be cleared, he added.

To a question raised by MLA Kh Joykisan, fisheries minister H Dingo Singh said the Department of Fishery has taken up PMMSY (Pradhan Mantri Matsya Sampada Yojana) and Loktak Livelihood Mission for fish farmers in the state.

Under PMMSY, grants are given to the beneficiaries for establishment of hatcheries, construction of ponds and setting up of bio-floc units and under the Loktak Livelihood Mission, grants are provided to the fishermen for establishment of cage culture, pen culture, Seed production units etc.

Regarding the waste to energy project, Lamdeng put up by MLA K Ranjit, MAHUD minister Y Khemchand replied that three trials have been done in PPP model for waste to energy project.

The project aims to generate electricity within August 22 .

Regarding MGNREGS and NeFMS, Khemchand said that a sum of Rs 746.41 is pending for MGNREGS for 2021-22 while the central government released Rs 756.49 for the scheme 2022-23 .

The amount for liability was also released recently and has been deposited in the account of finance department.

As such, the pending amount for MGNREGS will be released shortly, he added, Works minister Govidas Konthoujam replying to the posers raised by MLA Ram Muivah about condition of NH 102 A and Ukhrul district headquarters said that there is no issue in NH 102 A and informed that the road construction work is taken up by NHIDCL.

The problem faced in the construction is due to dispute over land.

While stating that several people came out to donate land for construction of the road, he urged the MLA to help in land demarcation.

The minister also informed that the government has completed construction of four roads in Ukhrul district headquarters in 2019-20 while three others are in progress and four more roads enlisted for construction in the 100 days action programme.

Meanwhile, the Assembly passed a total amount of Rs 187,02,69,000 for Excess Grants for the year, 2017-18 which included Rs 11,70,72,000 for state legislature; Rs 139,98,47,000 for finance, Rs 27,63,84,000 for labour and employment; Rs 5,57,08,000 for textiles, commerce & industries; and Rs 2,21,58,000 for sericulture.

CM N Biren also introduced The Manipur Appropriation (No.3) Bill, 2022 (Bill No.11 of 2022) and The Manipur Appropriation (No.5) Bill, 2022 (Bill No.13 of 2022) in the house.
