Flagging off the new vehicles, Chief Minister Y Khemchand stated that the new vehicles were procured under the Central Government's scheme "Assistance to States and UTs for Modernization of Police" .
Speaking at the function which was also attended by Deputy Chief Minister Losii Dikho, MLAs of the ruling parties, Chief Secretary, DGP, Security Advisor and top ranking civil and police officials, the Chief Minister stated that the new vehicles will help Manipur Police in protecting life and property of citizens.
Saying that Manipur Police have been facing a problem of inadequate infrastructure in many districts, both in the hills and the valley, Khemchand said that Manipur Police cannot respond promptly in cases of emergency, particularly in the hill districts on account of the outdated or worn out vehicles.
He said that the new vehicles were procured after DGP Rajiv Singh and his team made a detailed study.
Saying that the large fleet of new vehicles were purchased by the DGP and his team at one go, the Chief Minister lauded the DGP and his team.
Khemchand claimed that Manipur Police took key roles in trying to contain the widespread violence which erupted on May 3, 2023 .
Some police personnel even sacrificed their lives in their efforts to contain the violence, he said.
It will be hard to uphold law and order without enhancing the operational capability of the State police.
There will be neither peace nor development until and unless law and order are enforced effectively, he said.
The Chief Minister stated that the Govt will work relentlessly to bring peace and development by streng-thening police.
Khemchand said that the Ministry of Home Affairs sanctioned Rs 196.61 crore on October 31, 2025 for modernization of Manipur Police.
In addition to their duty of maintaining law and order, many Manipur Police personnel won medals at National level sports championships.
Ration money for police which remained stagnant for many years was hiked recently and the Government has also resumed giving uniform allowance after a long gap, the Chief Minister said.
Saying that different security agencies including army, Assam Rifles, CRPF, ITBP, SSB, RAF etc have been taking key roles in maintaining law and order in the State, the Chief Minister thanked the security agencies on behalf of the State Government.
It is a matter of grave concern that some people moving behind torch rallies in the name of democratic agitation indulge in violence, Khemchand said.
In the aftermath of the Tronglaobi incident, many boys moving behind torch rallies used catapults and targeted security personnel with stones, iron pieces and marbles, thereby inflicting injuries to police personnel and escalating the situation, he said.
Asserting that all issues can be resolved through dialogue, the Chief Minister appealed to all sections of people not to take recourse to any act of violence in the name of protest or agitation.
DGP Rajiv Singh, in his keynote address, highlighted the need for police modernization and strengthening infrastructure, particularly in the hill districts.
He said that newly acquired vehicles would improve operational efficiency and mobility of the police force.
The DGP said that 54 per cent of the vehicles would be allocated to the hill districts while 46 per cent would be deployed in the valley districts.
The police chief also highlighted several achievements of Manipur Police, stating that with the establishment of an anti-extortion cell, 1000 persons had been arrested so far.
He also informed that more than 700 persons had been arrested and 600 cases registered under the anti-drug campaign launched by the State Government.
The DGP stated that Manipur Police had signed an MoU with the National Security Guard (NSG) for specialised training programmes for police personnel.
Rajiv Singh said that police barracks and buildings are being constructed in the hill districts.
He added that intelligence networks and enhancing coordination with the public would help improve policing and emergency response across the State.
