Defence mock drill seeks to prep Manipur

Manipur participated in a Nationwide defence mock drill (Operation Abhyaas) today amid heightened tensions between India and Pakistan following the Pahalgam terror attack, which claimed the lives of 26 civilians.
The exercise which was held in Imphal, Churachandpur, Ukhrul, Tengnoupal and Ningthoukhong simulated emergency situations such as air raids, fires and search-and-rescue operations to boost civil defense preparedness.
Imphal
The State-level mock drill was conducted in multiple locations in Imphal including Johnstone Higher Secondary School, the State Museum, BT Park, Polo Ground (Mapal Kangjeibung), and the Directorate of Fire Service under the provision of Section 19 of the Civil Defence Rules, 1968.The drill simulated the scenario of an air raid and was jointly carried out by the Fire Department, State Disaster Response Force (SDRF), National Disaster Response Force (NDRF), Health Department, Manipur State Power Distribution Company Limited (MSPDCL), Civil Defence, educational institutions, the State Museum, and the Directorate of Information and Public Relations (DIPR) .
The drill simulated a bomb explosion at Johnstone Higher Secondary School, demonstrating rescue operations for people trapped in damaged structures and transporting injured individuals to medical facilities.
The exercise also featured air raid warning sirens, public address announce-ments by the police, fire engine sirens, blackout protocols, and rescue operations, setting up of temporary medical facilities, and relocation of civilians to bunkers among others.
The exercise trained civilians in basic civil defense techniques to enhance preparedness against hostile attacks.
The mock drill which took place from 4 pm to 4.35 pm concluded with fire service personnel sounding a 30-second siren three times to signal "all clear".
Dignitaries, officials, staff members, personnel, students from various directorates, universities, colleges, schools, NCC cadets, and other stakeholders participated in the mock drill.
Imphal West Deputy Commissioner Mayanglambam Rajkumar Singh conducted both pre- and post-media briefings related to the mock drill.
During his address, he urged the public to remain calm and resilient during emergencies and sought feedback from participating stakeholders.
The Deputy Commissioner thanked all stakeholders for their cooperation and stressed the need for ongoing awareness and preparedness.
He emphasized the importance of sustained collaboration to effectively manage future emergencies.
Ukhrul
The Ukhrul district administration organized the mock drill at Wino Bazar to raise public awareness about responding to air raids or other emergencies.
Ukhrul Deputy Commissioner Ashish Das stated that the country is in a challenging situation and may face enemy attacks any time, emphasizing the need for preparedness to protect oneself and counter potential threats.
He emphasized the importance of keeping essential supplies at home, such as food, first aid medicine, and flashlights, for at least 7 days in case of emergencies.
During the drill, an air siren was sounded for public alert, and it was followed by demonstrations on responding to the emergency and rescuing victims.
A medical officer from 18 AR, Ukhrul, educated the public on first aid techniques, including Cardiopulmonary Resuscitation (CPR) and recovery positions, to be applied before medical teams arrive.
The mock drill was also attended by Additional SP Ringthing Hongchui, SDOs, Assam Rifles officers, Police, DLOs, 6th MR, NCC members, students and teachers.
Bishnupur
The mock drill in the district included air raid warning sirens activated by the Fire Service, Bishnupur, blackout measures coordinated by MSPDCL, Bishnupur, search and rescue operations led by Home Guard personnel, IRCS members, and Aapda Mitra volunteers, casualty evacuation from a simulated damaged building, temporary hospital set up by the CMO, Bishnupur and evacuation of civilians from high-risk zones by trained volunteers.
The exercise commenced at around 4 pm from the designated staging area and was carried out under the overall supervision of Bishnupur DC Louremabam Bikram.
The exercise saw active participation from multiple departments including the Police, Civil Defence/Home Guard, Fire Services, IRCS, Aapda Mitra, Health Department, MSPDCL, and ZEO Bishnupur, demonstrating a coordinated multi-agency response effort.
CCpur
The district administration of Churachandpur conducted the exercise at Jawahar Navodaya Vidyalaya (JNV) at Tuinom.
The drill, organized under the Civil Defence Rules, 1968, aimed to simulate an air raid scenario and test emergency preparedness across multiple Government departments and stakeholders.
Key participants included officials from Police, Fire Services, Assam Rifles, Health Department, Manipur State Power Distribution Company Limited (MSPDCL), and volunteers from NCC, NSS, NYK, and local educational institutions.
District Level Officers, dignitaries from the armed forces, NCC representatives, line officers, and staff from various departments attended the drill.
