Imphal, August 05 2025:
Lt Gen (Retired) Dr K Himalay has remarked that there is some gap between what the President's Rule administration has achieved so far and what the people expected from it.
The retired Lieutenant General was speaking at a seminar held at Bir Tikendrajit University, Canchipur today.
The seminar on the topic "Security of the North East Region in the Changing Global Scenario" was jointly organised by Akhil Bharatiya Poorva Sainik Seva Parishad (ABPSSP) and Bir Tikendrajit University.
President's Rule was imposed in Manipur when the State was witnessing widespread violence and unrest and people expected concrete actions from the PR administration towards restoring peace and normalcy in the State speedily.
Even though certain peace processes have been initiated which include recovery of weapons from the valley and the hills, what the PR administration has done so far does not exactly match the people's expectations and wishes, K Himalay said.
President's Rule is an opportunity to correct administrative lapses and failures.
"We must wait a little longer to see whether the current PR administration can correct the administrative lapses and failures", he said.
If one takes into consideration what the PR administration has done or achieved so far, a popular Government would be far better than the President's Rule, the retired Lieutenant General said.
He said that 98 per cent of the total borders of the North East region are shared with foreign countries while the remaining 2 per cent is shared with mainland India through Siliguri Corridor.
Guarding these international boundaries is a huge challenge to the country, he said.
India shares 4480 Kms of international boundary with Bangladesh and 1760 Kms with Myanmar.
As these long international borders are mostly unfenced, there have been numerous reports of cross-border illegal activities, he said.
Even though BSF troops have been guarding the India-Bangladesh border, there have been several reports of illegal immigration as well as cross-border smuggling and terrorist activities, he added.
CAU Vice Chancellor Dr Anupam Mishra, National Security Analyst Col RK Shrivastav, Security Analyst (North East Region) Col Sapam Shanti Kumar also took part in the seminar as main speakers.
RSS Akhil Bharatiya Sah Prachar Pramukh Pradip Joshi was also present at the event.
