Imphal, July 03 2025:
The Churachandpur Meitei United Committee (CMUC) comprising Meitei Society Churachandpur, Meitei Youth Organisation Churachandpur, Churachandpur Meitei Ethnic Clash Victims Committee, Ima Leimarel Churachandpur and Nupi Samaj Churachandpur today called on Governor Ajay Kumar Bhalla and urged the Governor to fulfil the demands highlighted in several memoranda submitted earlier to address the plight of displaced persons living in relief camps.
Six representatives of CMUC went to the Raj Bhavan and submitted a reminder in the form of a memorandum.
Speaking to media persons at the Raj Bhavan gate after the meeting which lasted for 45 minutes, CMUC co-convenor Naba Ningthoujam said that they submitted a memorandum to the Governor on April 21, 2025 reminding him to fulfil the assurances he had given earlier.
A copy of the same memorandum was also submitted to the Chief Secretary.
Following the Governor's assurance that the demands raised through the memorandum would be translated into action, the displaced people and the CMUC have been waiting for fulfilment of the same assurance.
As the Governor did very little to fulfil his assurance, a reminder/ultimatum was served on the Governor on June 26, 2025 to address the demands within five days, Naba Ningthoujam said.
Meanwhile, the CMUC consulted CSOs and Meira Paibi organisations and decided that displaced people shall stage sit-in-protest for three continuous days at their respective relief camps.
In line with this decision, the displaced people have launched sit-in-protests from today, he said.
If the Governor fails to act even after the three days of democratic protest, the IDPs would launch several intense modes of agitation, Naba Ningthoujam said.
He also appealed to all the CSOs, Meira Paibi groups and other organisations to support the IDPs' protest.
Once again, the Governor assured the CMUC that its demands would be translated into action one after another.
But the Governor has been procrastinating the grievances of the IDPs by giving repeated assurances, Naba said.
He then appealed to the Governor to translate his assurance into action rather than giving any further assurance or re-assurance.
Until and unless the State Government issues an order to fulfil the assurance given by the Governor, the IDPs will carry on different modes of agitation, he said.
He also clarified that the IDPs' agitation is not directed at local MLAs, Deputy Commissioners or the committees looking after relief camps.
The protest is solely aimed at gamering due attention of the State Government, Naba said.
He also sought support of all IDPs who came from different places other than Churachandpur and the relief camp committees.
The demands of the CMUC are not limited to the IDPs from Churachandpur but encompass all the IDPs whose houses have been burnt down by Kukis and are currently taking shelter in relief camps and different places.
The demands of the CMUC include educational package for students belonging to displaced families, constitution of relief camp management committees with members from among IDPs to look into the grievances of IDPs living in relief camps, regeneration of birth certificates, domicile certificates and other documents for IDPs from Churachandpur, necessary support and security measures for resettlement of IDPs, livelihood support to IDPs and arrangement of temporary shelter for IDPs from Churachandpur.
Meanwhile, aggrieved by the Governor's failure to address the six-point memorandum submitted by CMUC, IDPs staged protest demonstrations at several relief camps today.
In Imphal West district, protest demonstrations were staged at Kamakhya Pemton College relief camp, Hiyangthang; Konthoujam relief camp; Games Village relief camp, Langol; Mekola Gulap Higher Secondary School relief camp.
Similar protest demonstrations were staged at North AOC Kabo Leikai relief camp and Sawombung prefabricated relief camp in Imphal East district.
In Bishnupur district, protest demonstrations were staged at old DC office, Loukoipat; Utlou prefabricated relief camp; Mangolnganbi College, Ningthoukhong; Khuyol Keithel relief camp; Moirang Thangjing Guest House relief camp, Sendra Water Sports complex hillock Ithing relief camp; Moirang College Block B relief camp; Moirang Khunou Khongnangkhong; Shanti Club, Moirang Khunou; Kumbi Awang High School relief camp; Chandrapur Mandap relief camp; Sendra Tourist Resort relief camp; Kwakta Sericulture prefabricated relief camp; Leimaram Scheduled Caste relief camp; Moirang College Block A relief camp and Oksubung relief camp, Moirang.
The protesters shouted several slogans and used placards which read as "Don't politicise IDPs", "Displaced, not defeated", "We demand to go home", "Resettle us with dignity; We are not refugees in our land", "Home destroyed but not our spirit", "We, IDPs want to go back to our native villages", "No work, no home - Don't abandon us" etc.
One elderly woman said that it has been quite a long time they have been living in a small room of the relief camp which looks like a pigeon coop.
Asking how long they should stay in relief camps, all the IDPs want to go back home to Churachandpur, Moreh and wherever they came from.
She also urged the Government to take up necessary security measures so that the IDPs can resettle at their homes peacefully and with a sense of security.
