Assembly session unlikely to be normal: Ibobi

Even as the Governor has summoned the 4th session of the Manipur Legislative Assembly on August 29, former Chief Minister Okram Ibobi has categorically stated that the upcoming Assembly would be controversial and it is unlikely to be a normal session.
The Congress leader made the observation during the 6th death anniversary of former Chief Minister Rishang Keishing held today at Congress Bhavan.
During the observance, Okram Ibobi and MPCC president K Meghachandra led in paying floral tributes to the photo of Rishang Keishing.

O Ibobi who is also the CLP leader continued that the upcoming session summoned by the Governor as per the recommendation of the Cabinet is unlikely to be a normal session as time has already expired to call the normal session.
Saying that the Congress will see how the Governor summons the session and whether there still will be a Business Advisory or not, Ibobi maintained that they, however, are not in a position to comment on the recommendation for now.
Despite having only 5 MLAs in the 60-member House, the Congress Legislature Party will convene a meeting and discuss what they can do in the interest of the people and the State, he added.
Meanwhile, Ibobi said that Congress leader Rishang Keishing, apart from holding the post of Chief Minister multiple times, was a member of India's first Lok Sabha and served the country and the State for a very long time.
K Meghachandra, on the other hand, said that the upcoming session of the State Assembly scheduled on August 29 by issuing a short notice would either be a special or an emergency session.
As per the Constitution, the House has to be summoned every six month so it is doubtful that the upcoming session would be a normal session, the MPCC chief opined.
"We have to wait and see how the Governor summons the session," Meghachandra said and added that the MLAs, however, will not have any right to discuss the issues at hand if the session is not a normal one.
Continuing that the Governor not summoning the House on August 21 despite a recommendation by the Cabinet undermines the ethos of democracy and it is a tell-tale sign of a Constitutional crisis, the Congress leader maintained that there would be no room to discuss or debate the Manipur crisis and other chronic issues of the State if the Governor summons an emergency session of the Assembly.
