There is serious suspicion over the possibility of some Junior MSC officers, working under the Government of Manipur and granted selection grade, withdrawing salaries after working out the amount they are likely to get all by themselves even before formal issuance of order for implementation of revised pay scale of 6th Central Pay Commission.
According to a reliable source, along with issuing the order for implementation of 6th Central Central Pay Commission recommendation to the employees of Government of Manipur in April this year, the Finance Department had worked out the pay structures of the Departments and other services.
However, issue of relevant order with regard to Junior MCS officers is still pending.
Interestingly, while the order of the Finance Department is still awaited, some Junior MCS officers in selection grade, more particularly those who are also in charge as Drawing and Disbursal Officers (DDOs) had been withdrawing salary for the last 2/3 months after working out the amount they are likely to get under the 6th Central Pay Commission.
Although monthly pay of a Junior MCS officer is Rs 25,000, they worked out their monthly salary at Rs 40,000 and withdrew the same, causing financial loss of over Rs 2 lakh to the Goverment in a month.
As there is no pay slips for the Junior MCS officers in selection grade and they are not under the control of Department of Personnel (DP), the Treasury office has also been permitting withdrawal of the amount worked out by these MCS officers.
Such instances of salary withdrawal have been found mostly among the Junior MSC officers in selection grade who are in charge of SDOs in different districts as well as among those who are attached with the Departments.
The possibility of similar salary withdrawal among the SDCs cannot be ruled out, the source informed while pointing out that Junior MCS officers who are under Revenue Department which prepare pay slips of employees and are under the constrol of DP are still withrawing salaries under the Revision
of Pay 2006 .
