As agreed between the State Government and the JAC formed in the backdrop of the controversial killing of Konjengbam Bimol of Moirang Pangshang (retired) District and Session Judge C Upendra Singh has been appointed to head the Commission of Inquiry.
The terms of reference of the Commission, as per official notification issued yesterday includes - inquiry into the facts and circumstances leading to the death of K Bimol on December 29 at Nongren Chingmang; to find out any matter incidental thereof; and to recommend measures for preventing recurrence of such incident.
The notification also asked the Commission to submit the report within a month with the panel�s headquarters to be based at Imphal.
Mention may be made that several organisations and the public of Moirang had charged the State police force of stage-managing the killing when Bimol (25) was returning home after visiting his sister living at Tungjoy village on the fateful day.
A body named �Joint Action Committee Against Extra-Judicial Killing of K Bimol s/o (L) K Maipak was formed and it had submitted a protest memorandum to the Chief Minister to establish the facts leading to the death of Bimol.
Following the memorandum, an agreement was signed between the Govt and the JAC wherein the former assured institution of a judicial inquiry taking the matter as �public importance�.
Meanwhile, the Churachandpur Meetei Leikai Youth Club has strongly denounced the killing of Bimol alleging the youth was slain in a fake encounter.
Bimol's body taken back: The body of Konjengbam Bimol of Moirang Panshang Leikai who was shot dead by police commandos at Chingnungkok under Lamlai Police Station on December 29 last has been taken away by his family members after post mortem at RIMS Hospital today.
It may be mentioned that the arrangement for conducting the mandatory post-mortem was made yesterday.
