A suo-moto proceeding initiated by Manipur Human Rights Commission has recommended the constitution of a "Peace and Reconciliation Commission" which will involve all stakeholders in Extra Judicial Execution Victims' Families Association, Manipur.
As per a statement, the suo-moto proceeding was conducted to review the factors that violate human rights, and recommend appropriate remedial measures under Section 12 (e) of the Protection of Human Rights Act, 1993.Speaking to mediapersons today during a press conference held at MHRC office, Khaidem Mani, Acting Chairperson of MHRC said that AFSPA cannot resolve the challenges of insurgency.
He called for the lifting of the "Disturbed Area" tag from all areas of the State and the repeal of AFSPA adding that guns cannot subdue the problem of insurgency.
It may be noted that the suo-moto proceeding listed Chief Secretary, Director General of Police and Special Secretary (Home) as respondents and directed them to inform the Commission about the initiatives taken up by the State Government to address the issues of insurgency before August 8.Some key points about the Peace and Reconciliation Commission recommended by the MHRC are - it should facilitate free and fair involvement of stakeholders, including insurgents and women representatives and should arrive at its own independent mandates and decisions in a transparent and effective manner.
Further, MHRC has stated that the Commission should be guided by the principles of developing the best mechanisms to help ensure sustainable development and peaceful settlement of all disputes; to serve as a bridge through constructive dialogue for peaceful settlement of dispute; respect for the rule of law, fundamental human rights and freedom and sanctity of human rights and lastly anticipate and prevent use of controversial terminology and languages while addressing the parties involved that may negatively impact the peace process.
