Vigilance Report 2021-2022 exposes malpractices

Nine FIRs have been registered in different enquiry cases including against officials of Panchayat for taking up activities which are discrepant to the specifications mentioned in measurement book, as per the report of State Vigilance Commission Manipur, 2021-22 released on Wednesday.
According to the report, 30 cases were closed in 2021-2022, while FIRs were taken up against nine cases of enquiry, and charge-sheet submitted to court for four cases while final reports of four cases were submitted to the respective courts.
The total number of enquiry cases from April 1 2021 to March 31, 2022 is 36, out of which six cases of the revenue department top the list.
The other cases included four each for Education (S), RD and PR and PWD; three each for Education (U), Home department; two each for Health and Power and one case each for MANIDCO, Treasury, Manipur Population Control Board, MOBC, Social Welfare, Forest Environment, DIPR and ADC Tamenglong.
FIR has been taken up against one case each for Sericulture, Directorate of Employment, Revenue, MGNREGS and treasury and two cases of MTDC.
Out of the cases, FIRs have been registered against pradhan, SO, panchayat secretary and other officials of Kha Thinungei Gram Panchayat, which is under BDO Bishnupur block for manipulating 11 work orders of MGNREGS.
According to the investigation report of vigilance, the work order mentioned as October 10, 2019 in measurement book has been found rewritten using pen as September 18, 2019 .
A Panchayat proceeding conducted on December 10 2017 included a work programme for construction of 'Market shed cum vendor' at Thanga Lawai Sabal Leikai.
The work order was allotted to one N Ibesna on May 30, 2018 and the work that began from June 12 was completed on June 29.However, the cash memo of the materials used in construction was taken from the pradhan's firm NB Enterprises on September 8, 2018 .
In this regard, PWD Manipur Thoubal division EE directed for conducting site inspection and a report was submitted.
It was found that there are discrepancies in 18 works when compared with the specification in measurement book.
Consequently, FIRs have been taken up against Kha Thinungei GP pradhan N Ramananda Singh, SO, panchayat secretary, staff of the BDO and some private individuals.
