Committee opposes ADC job call; ZSF, KSO for fair recruitment

People's Grievances & Reform Committee, Chandel has opposed the notification issued by Secretariat: Tribal Affairs and Hills Department on November 8 to Autonomous District Council (ADC) Chandel, Churachandpur, Kangpokpi, Tamenglong, Senapati and Ukhrul chief executive officers (CEOs) on the subject of recruitment of 750 vacant posts in six ADCs.
In a release, Committee secretary TS Beton stressed that the notification was a total blunder and direct violation and disrespect of the High Court of Manipur.
The ADC is formed by members with the chairman as the head of the Council.
So, in the absence of the Council, the CEO is not authorised to appoint anyone with a high pay, without the approval of the Council as per the Manipur (Hill Areas) District Councils Act, 1971, it pointed out.
The Committee also said that the recruitment notification dated March 6, 2020 issued by the respective CEOs as per the notification of the TA & Hills Department on September 4, 2019, is pending at the High Court of Manipur under the Writ Petition No 792 of 2021, filed by Ps Glady and 13 others.
Therefore, as the case is still pending at the High Court, it is deplorable for the state to violate or mislead the Court and the citizens.
The issuance of the notification amid the pending case is a threat to the democracy guaranteed under the Constitution of India, it asserted.
Meanwhile, a release signed by ZSF president Nengzalian Tonsing, general secretary Samuel Khaiminlun Taithul, KSO Churachandpur president T Letminlen Haokip and general secretary DJ Haokip on Wednesday, mentioned that in view of the recent announcement of vacancies for the six ADCs in the state, the student organisations in the district cannot remain idle and demand the relevant authority to ensure fairness and transparency in the recruitment process.
The student bodies asserted that the number of applicants should be limited to those who can produce certificate of domicile and Permanent Residential Certificate (PRC) in Churachandpur district.
All applicants applying for ADC-Churachandpur should be registered with and supported by Churachandpur Employment Exchange Office and applicants registered with and sponsored by employment exchange offices outside the district should be rejected.
Knowledge of at least one of the government recognised local dialects of Churachandpur district should be mandatory for the recruitment.
A test of language proficiency in a dialect should also be mandatory, if possible, e.g., in the recruitment examination for ADC primary teachers.
There has to be a longer period for the recruitment of primary school teachers as the Department of Education (S) is initiating all the necessary processes for Teacher Eligibility Test (TET) 2022 as notified on November 14, 2022.As they strive for inclusive and fair recruitment, the recruitment process for primary school teachers at ADC should not continue until the outcome of the proposed TET 2022 examination is announced, it also emphasised.
The student organisations also conveyed that to ensure transparency and fairness in the selection process relevant authority should preserve all data (hard and soft) collected from applicants.
If necessary, they will verify that the best and most competent applicants are selected by examining the examination records, etc.
Since day one, the student organisations have kept a watchful eye on this matter.
Therefore, all those involved in the recruitment process must act prudently, starting from the staff of the district employment exchange offices up to the highest level of department in the government.
If there are any loopholes, omissions, inefficiencies, misconduct or mismanagement in the process in any way, they will take unrestrained action and the authority concerned will bear the entire responsibility.
Furthermore, the joint student bodies will not hesitate to take stern measures such as halting the recruitment process, it further cautioned.
The student bodies also stated that given the fact that so many recruitment results are kept in the cold storage by the government, it is very unfortunate that many job applicants have lost their chance to be selected because they have become over age.
To close this gap, they called upon the government to announce all pending recruitment results in the state.
