UP draft population control bill infringes secularism: CPI

Denouncing the draft population bill of UP government unveiled on World Population Day which will debar people who have more than two children from contesting in the urban local body elections and deprived them of the benefits provided by the state, Communist Party of India Manipur state council has contended that the draft bill infringes on the tenet of secularism of the nation.
In a release, CPI Manipur state council assistant secretary M Joykumar pointed out that the draft bill will provide two additional increments during the entire service of public servants who adopt the two-child norm.
The bill will provide benefits to people who adopted it by giving home loans and special benefits to people living in flats.
It is a tactics to retain power by BJP with an eye on the state assembly election due next year, he added.
Contending that the act of the state government that tries to pass a national issue in the state assembly is beyond the norms of democracy, Joyku-mar maintained that the state assemblies will have to take decisions later even if the bill is passed in the parliament after thorough discussion and becomes an Act.
Using the power of majority to infringe on the constitution will stain the largest democracy in the world.
The move of UP government has a hidden agenda as it may lead to attack on minority Muslim community, he added.
