Speaking in this regard, speaker Y Khemchand told The People s Chronicle that he asked Govindas over the phone if he had sent the resignation letter and enquired why he is resigning or if there was any pressure from anybody.
In response, Govindas told him that he took the decision based on his understanding and without any external influence, Khemchand said and added that he approved the resignation letter of Govindas after receiving the response.
Consequently, assembly secretary A Ramani has issued a bulletin declaring Bishnupur assembly constituency seat vacant, the speaker conveyed.
According to MPCC interim president MLA N Loken, party leaders tried to communicate with Govindas ever since he submitted his resignation letter from the post of president of MPCC on July 19 but they could not establish communication with him.
He sent his resignation letter from the party's primary membership on Wednesday.
There is no issue between him and the party and the reason for his resignation must be personal.
As of now, the party has not accepted his resignation and decision in this regard will be taken after deliberation among the party leaders, Loken informed.
Regarding media reports of around eight Congress MLAs shifting allegiance to another party, Loken said that the reports are baseless and Govindas' resignation will not have any impact on the Congress party and its MLAs.
Instead, Congress party has started preparations for the forthcoming election.
On the other hand, the BJP government is in a state of uncertainty considering the disqualification case pending in the Supreme Court, Loken asserted, while adding that commenting further in this regard will be sub-judice but the state will see a change in the political formation by August.
He also said that there will always be internal issues within a party as one may feel dissatisfied over some issues.
The party has no knowledge about Govindas' decision to join any political party.
Mention may be made here that following the resignation of Govindas from the post of MPCC president, AICC Manipur in-charge Bhakta Charan Das visited Imphal on July 21 and held a series of meetings with party leaders and CLP members.
He stayed till July 26 in Imphal and AICC appointed MLA N Loken as the interim president of MPCC during his stay.
