Imphal, November 25 2022:
The court of Special Judge (ND&PS) (Fast Track Court/FTC), Manipur has directed the DGP Manipur to instruct SPs concerned for ensuring the warrant of arrests issued by the courts are not keep in pending at police stations without valid reasons.
During hearing of a Case (No.30 of 2019) at the court of Special Judge (ND&PS) (FTC) in Cheirap Court complex on Friday, the court noted that Porompat PS is yet to take up any action even after the court issued a warrant of arrest against an accused in the case identified as Leimapokpam Tomcha (34) s/o (L) Yaimachaoba of Wangkhei Ningthem Pukhri Mapal.
The prosecution had filed a charge sheet against the accused on March 29, 2014 in connection with seizure of 17 kg of cannabis from his possession on September, 2000.However, no report justifying the reason for the delay in executing the warrant of arrest was submitted to the court.
The OC of Porompat PS not complying with the judicial order is raising some serious question on his integrity and sincerity towards his duty.
Such situation would only invite criminal proceedings against the officer refusing to cooperate with the authorities, it cautioned.
Stating that it is no longer reasonable to re-issue the warrant of arrest to the OC, Porompat, the Court directed SP Imphal East Maharabam Pradip to execute the warrant of arrest and produce the accused, Tomcha before the court on December 15.The court further re-issued another warrant of arrest against Tomcha, which is returnable by December 19.The court then directed the DGP to instruct the district SPs for executing the warrants of arrest at the earliest to prevent accumulation of any pending non-bailable warrants of arrest, and monitoring the situation on a regular basis.
