District officials asked to enforce containnent measures

Imphal, August 08 2021:
The Health Department has directed deputy commissioner, superintendent of police and chief medical officer of the respective districts to take priority measures to control Covid transmission in the state.
With reference to the Home Department's order issued on Saturday wherein certain relaxations and regulations have been prescribed, deputy secretary (Health & FW) Soiminlian Lengen advised the district administrations to strictly enforce regulations including monitoring of micro-containment zones by dedicated police and health department teams so as to bring under control transmission of Covid at the earliest.
DC and CMOs should arrange for daily publishing and updating of micro-containment zones and widely circulating the same.
Besides regular media, social media platforms, including WhatsApp, should be used for widest dissemination, the deputy secretary stressed in a directive issued Sunday.
Within the district, areas for monitoring by police and health departments should be clearly demarcated to avoid gaps while available government staff should also be assigned duties and DCs/SPs regularly review the process.
DCs must also issue instructions relevant to Gram Panchayat/ward committee/village authority/local clubs to monitor the micro-containment zones in their respective jurisdictions, it stated.
The directive further said that fresh cases of Covid-19 must be isolated as soon as possible.
State government is now bearing food expenses for Community Home Isolation Centres (CHICs) in accordance to an order issued on July 26.All DCs must finalise arrangements / agreement with the CHIC Management Committees and widely publicise availability of beds.
Isolation in CHICs has become more important as spread has increased in rural areas where effective home isolation is difficult.
All testing teams and any testing programme should be linked to the CHIC/CCC where fresh positives will be transferred.
DCs should instruct GPs/Ward Committees/village authorities/local clubs to assist and facilitate this exercise, it added.
The directive also mentioned that vegetable vendors must be seated at least six feet away from each other and for this DCs & SPs must ensure ground markings are made to ensure distancing.
Local clubs should be involved for their respective areas.
Grocery shops are to open one out of three only with DCs & SPs ensure numbering of shops so that rotational opening is ensured.
Any unavoidable customary/religious rituals where permitted should be performed in open spaces/sheds only which should be restricted to twenty participants only.
DCs should issue advisory to all GPs/village authorities/ward committees/local clubs and also faith-based organisations/tribe organisations to ensure strict compliance.
They should be advised to issue instructions for their areas and held accountable for violations in their respective jurisdictions, it noted.
As wearing of face masks, avoiding of crowding, social gatherings and feasting is vital to break the chain of transmission, the DCs should issue advisory to all GPs/village authorities/ward committees/local clubs and also faith-based organisations/tribe organisations to ensure strict compliance and they should be held accountable for violations in their respective jurisdictions, it said.
The directive instructed the DCs to also issue instructions to shops/vendors/offices to ensure Strict compliance for safety of owner and visitors along with instructing district police and all SDOs to ensure strict compliance in their respective jurisdictions.
The prescribed night curfew from 6 pm to 5 am must be strictly enforced.
Various orders/instructions/advisories issued by the DCs/SPs/CMOs should be circulated widely using regular media and social media platforms, including WhatsApp, for widest dissemination.
Regular press meets can be organised by the DC to convey message to the general public.
DCs must request support and involvement from ministers/MLAs in this exercise, it further said.
