House gives clearance to 4 Bills

Imphal, March 08 2013:
Four Bills, including two which would not only to facilitate redressal of the complaints raised by the public but also to monitor the alleged acts of omission committed by Panchayats, Municipal Councils and Nagar Panchayats in the valley and Autonomous District Councils in the hills, were passed on the last day of the fourth session of 10th Manipur State Legislative Assembly today.
The four Bills which have been given clearance by the State Assembly today are Manipur Appropriation (Number 1) Bill, 2013; Manipur Appropriation (Number 2) Bill, 2013; The Manipur Municipality Ombudsman Bill, 2013 and The Manipur Rural Local Bodies Ombudsman Bill, 2013 .
The first two Bills were moved by Chief Minister O Ibobi Singh, who also holds Finance portfolio while the last two Bills which expect to help in effective functioning of the local elected bodies both in the hills and the valleys, were moved by RD & PR Minister Francis Ngajokpa in the House for discussion for passing.
The two Appropriation Bills were passed by the House without any hiccup.
But passage of the two Ombudsman Bills was preceded by various comments from the side of the Opposition members like Dr I Ibohanbi, Dr Ng Bijoy, Y Surchandra and L Ibomcha.
