ZYF celebrates foundation day

The 32nd Foundation Day of the Zeliangrong Youth Front (ZYF) held at Tamei (Namraining) headquarters on March 7 was attended by members apart from the president, ZYF-Assam, Manipur and Nagaland (ZYF-AMN) are convener, Zeliangrong Baudi, Tamei Area, president, Zeliangrongpui (Women's) Baudi, chairman, Village Authority Council, Tamei Area, former ZYF leaders and adivsors, chairmen of ZYF zones.
presidents and secretaries of different villages youth clubs and students and public also participated in the programme.
Right after the conclusion of the programme, the ZYF team comprising of about forty members drove down to the bridge construction site at the Barak River which is about 20 km from Tamei headquaters.
The chairmen and secretaries, elders and villagers of Dikiuram and Katang villages, accompanied the ZYF team in the inspection of the progress of the bridge construction.
The combined ZYF-villagers team went up to Maguiki river, the bordering river between Manipur and Nagaland states.
During the interaction with the villagers, they admitted that the Works Minister of Manipur assured them that the bridge would be completed in the month of April this year.
However, seeing the present stage and ongoing progress the villagers have expressed that they are doubtful of the completion of the bridge construction by April.
"The villagers have been depending and relying on the more than 200 feet length iron wire stringing which serves as the only means for transportation of essential commodities or taking sick people to other places for medical treatment.
The villagers expressed apprehension of facing the old-bad experience during this coming rainy season too," said the ZYF leaders.
The ZYF leaders then said that Tamei area is completely cut off from the telecom communication facilities for the last many months.
"This has attributed great impediments to the progress and acceleration of development activities and hampers all affairs.
The Govt of India spending crores of rupees for cable laying work to facilitate telecom and other communication facilities to all the citizens has turned out to be a farce by keeping the citizens in the dark without providing the most important facilities.
The attention of the concern authorities is drawn in conection with the matter," the ZYF added.
The ZYF team while returning back to Tamei Hq from Barak bridge construction site was divided into two groups with ten members heading towards Tamenglong to oversee the overall progress of road construction works and another group of about 30 members towards Imphal via Kangpokpi.

The ZYF team detected the work agencies not maintaining work quality," the Zeliangrong youth body alleged.
The RCC culvert (bridge) constructed over Impa River between Suanram (Sonpram) by constractor identified as one Mr.Bobo Singh, has started cracking on the surface, avertment and side-wall.
"Between the village Kaponram to Machengluang(Lamlaba), culvert constructed over Tuangmagui River was dismantled by another contractor identified as one Mr.Ranjit Singh and party following strong objection raised regarding the substandard works but reconstruction is yet to commence till date.
Some of the old culverts were cemented over-top to show them new constructions.
Sands used in all these works are collected from Impa River instead of Irang River.
The sand of Irang River is mostly used for construction of RCC building or others purposes but the use of sand from Impa River is not approved or recommended for construction of important road culverts which amounts to the violation of rules.
The road widening works are not commensurated to specifications and guidelines reflected in the estimate.

The ZYF then advises that engineers who are trained and technically expert personnel should not compromise their professional ethics by allowing the contractors who are nil in technical knowledge to allow exhaustion of public development fund.
The responsibilities and liabilities for any lapse shall be fixed on the engineers and technical expert personnel for negligence of duty which also amounts to the intention to commit fraud in connivance with the contractors in the event of any withdrawal of fund without fulfilling the objectives and purposes, the ZYF added.
Following the detection of all these defaults, the ZYF draws the attention of the concern authorities to immediately constitute and depute an inspection team alongwith the experts to be accompanied by ZYF members and village authorities where the roads crosses in their respective village jurisdiction to assess the entire progress and activities at the earliest.
Releasing bills and money without conducting physical and spot verification of works will invite strong public protest and agitation, it warned.
"The ZYF is strictly monitoring all works undertaken in the Zeliangrong areas therefore, will never accept the exhaustion of public fund for development without execution of works to the satisfaction of the public and as per the specifications and guidelines," the ZYF leaders said.
