NIA Court issues production warrant

Special Judge NIA Manipur has issued production warrant against accused Ningkhan Sangtam who is presently lodged at Patna Central Jail on charges of illegal procurement and supply of arms and ammunition to insurgent groups and directed the NIA the produce him before the Court on November 30.The Court was hearing an application the NIA filed under Section 267 of CrPC for issuing a production warrant against Ningkhan Sangtam.
During the hearing, Special Public Prosecutor submitted that during the investigation into a case of illegal procurement and supply of arms and ammunition, two accused persons, Honpam Chithung (51) of Ngaprum village Phungyar at present staying at Mantripukhri and Muthu Manohar (52) ofMoreh Ward Number 6 were arrested by a team of Assam Rifles on May 21,2018 along with a large quantity of arms and ammunition while they were moving towards Imphal from Ukhrul in a Maruti Gypsy.
On examining Honpam Chithung, names of other two accused persons, Paosham Kasar and Ningkhan Sangtam @ Angam surfaced and efforts were made to effect their arrest.
Further investigation also revealed that a huge consignment of arms and ammunition was also seized at Bihar along with the arrest of two persons, Clearson Karbo and VR Koirangam of Ukhrul.
When interrogated, they revealed that the consignment belonged to Ningkhan Sangtam @ Angam of Kuda village Dimapur.
The case was later taken up by NIA Lucknow branch and during their investigation, Ningkhan Sangtam was apprehended by Dimapur police along with arms from his possession.
Chargesheet against accused Ningkhan Sangtam and others who are presently lodged at Patna Central Jail were also filed before the NIA Court.
The Special PP further submitted that Ningkhan Sangtam allegedly was having nexus with several counterparts at Bihar and Naxalite group.
Appearance of Ningkhan Sangtam is very necessary for the purpose of investigation, trial enquiry and other proceedings of the case, said the Special PP and prayed the Court for issuing a production warrant.
The Court, on perusal of the submissions, issued the production warrant against accused Ningkhan Sangtam and directed the NIA to produce him before the Court of November 30 .
The Court also directed Superintendent Central Jail Patna to hand over the accused to Inspector of Police NIA Branch Office Guwahati on being approached in connection with the case.
