Imphal, July 01, 2010:
Democratic Students' Alliance of Manipur (DESAM) today demanded making an enquiry the controversial result of the DPC for appointment of primary teacher by a powerful House Committee comprising of the able members of the state Assembly or a high powered independent investigating agency like the Central Bureau of Investigation (CBI).
In a memorandum submitted to the Governor, DESAM observed that they are demanding enquiry as it is utmost necessity making enquiry into the controversy and drew his attention in taking up necessary action to save the education in Manipur from further and total erosion.
The memorandum signed by its general secretary M Angamba also expressed doubtful whether the committee formed by the government to enquire into the matter is competent enough to do justice and submit unbiased report to the authority.
The future of education in the state has been kept in an uncertain state due to high level trend of corruption, nepotism and favouritism in the education system as a whole, DESAM observed in the memorandum.
Recalling that following a notification of the Directorate of Education (S) for the recruitment of primary school teachers, the Board of Secondary Education, Manipur (BOSEM) conducted the written test for the appointment of primary teachers in December 2006, it questioned the motive behind non-declaration of the result for four years.
Despite the completion of evaluation work, the result of the test was kept undeclared for several years.
Then viva voce was also conducted after a long gap of three, in the year 2009 and the result remained undeclared till today.
What is the motive behind this, DESAM asked.
In the memorandum, the students revealed that they heard declaration of the result on April 22 last and people thronged the office of the Directorate of Education (S) at Lamphelpat, Imphal on the same day and charged that due to differences in the distribution of shares, quotas amongst the ministers, MLAs and bureaucrats officers, the result was kept abeyance in the last minute of announcement.
The final DPC result with all the complete official procedures and formalities vide Government Order No.1/3/2-4/09-DE(S) dated April 22, 2010 signed by Director of Education (S) Government of Manipur, M Harekrishna was made public in Hueiyen Lanpao, the local daily on June 24 last, it added and drew the attention of the Governor for penalization of officers in the Department of Education (S).
The transfer of the officials of the departments to other department hurriedly also indicated that the publication of the selected candidates in order of merit in the newspaper clearly exposed foul play in the DPC procedures and urged the Governor in materializing the demand of the students body in making enquiry into the controversy by constituting a powerful House committee comprising of the able members of the assembly or a high powered independent investigating agency like CBI.
