Imphal, November 10 2015:
All Hill Districts EGS/SSA Education Volunteers' Union, Manipur has submitted a memorandum to the Chief Minister O Ibobi demanding regularization of their services before November 31 .
In a memorandum, the union has demanded that the volunteers should be absorbed so as to ameliorate the long suffering of Education Volunteers (EVs) who are serving in primary schools without any condition on or before November 31 .
If the Government fails to translate their demands within the deadline given, the union will be compelled to launch various forms of agitation, said the memorandum.
In case of any untoward incidents during the agitation, the State Government would be held responsible, the union warned.
It may be noted that the EGS/SSA EVs were selected by responsible VEC/HEC/WEC constituted vide Government of Manipur notification No.31/6/01-SE(s) SSA on October 31, 2002 and October 14, 2004.But after the up-gradation of EGS centres to primary schools, the EVs, who have rendered voluntary service to the community, were disqualified due to implementation of Teacher Eligibility Test (TET) in Manipur.
While denouncing the very act of disqualifying the in-service EVs without giving due consideration of their past experiences, training and commitment, the union said that it is very unbecoming on the part of the responsible authority and added that the EVs had been appointed long before TET come into effect in Manipur.
In between 2002-2011 altogether 717 EGS centres were established in Manipur.
These EGS centres have been upgraded to primary schools phase-wise, 180 centres under phase-I (2010-2011), 200 centres under phase-II (2011-2012) and 337 centres under phase-III (2012-2013).
Every EGS centre engaged EV selected from amongst the local residents.
But when EGS centres were upgraded to primary schools new teachers from outside the school habitation replaced the existing EVs.
