Imphal, January 18 2010:
Even though state government claims to have taken up development works in the remote and hilly areas of the state too with an objective of bringing about uniform development, villagers of remote areas are not satisfied with the mode of development works in their respective areas.
One such instance is the black-topping works taken up on the stretch from Kharasom Junction to Tolloi Lamkhai in Ukhrul district.
The work currently under way was found without singling work needed for black topping.
Reporters, who were on tour to area with the volunteers of the Information Centre for Hill Area Manipur (ICHAM) in connection with the coverage of 48th General cum Sports Meet of Raphei Katamnao on December 14 last, had a first-hand encounter of black-topping works taken up without singling works.
That is, the black-topping is done above the earth without stone single work which is mandatory before the black-topping.
When, reporters had a look into the working and enquired from the labourers on the black-topping directly on the earth, they failed to get any satisfactory reply.
They have no idea about the matter.
The only thing they knew is that the work is taken up under the funds from the Special Plan Assistance (SPA) .
They also refused to tell the name of the contractor.
ICHAM volunteers, however, maintained the need of looking into the working by the higher authority concern.
