Imphal, July 16 2021: Policy decisions regarding recruitments under the state government adopted by the state cabinet in its meeting held on July 6 has been published.

As per office memorandum issued by chief secretary Dr Rajesh Kumar on Friday, all direct recruitments against sanctioned posts under the state government and its agencies (including PSUs, companies, societies, autonomous bodies) shall be made on contractual mode/ basis with clear cut benefits of public service to be made available in terms of leave, EPF and minimum allowances.

Such recruits may be considered for regularisation after a period of 5-10 years on fulfilment of strictly monitored conditions of efficiency, competency, good conduct, apolitical conduct among others.

All direct recruitments for Group C and D categories post shall be notified through employment exchange only and Manipur Public Service Commission will be authorised to recruit Group A and B category posts on contractual terms.

Recruitments will be permitted only for those posts for which recruitment rules have been framed, and against duly created posts.

Pay/re-muneration of the contractual employees shall be fixed at 50 per cent of the minimum pay in a level/category of post as per Revised Pay Structure under RoP 2019 .

However, the decision will not be applicable for recruitment under Central Sponsored Schemes and recruitment in organised services under the state government.

The decision will not apply to cases of recruitment for which state cabinet has already approved and for which, notification for recruitment thereof, has already been issued, as on July 6 .

Regarding rationalisation of recruitments, the circular said that departments will be allowed to fill up 50 per cent of the total number of direct recruitment vacancy available as on April 1, 2017 and subsequent direct recruitment vacancies arising up to March 31, 2021.For those departments where state cabinet has already accorded approval to recruit a total of more than 50 per cent of the total number of vacant posts available on April 1, 2017 and subsequent vacancies arising up to March 31 this year, no further recruitment shall be made.

For departments for which number of posts already approved for recruitment by the cabinet as on July 6, 2021 is lesser than 50 per cent of the total number of vacancy available as on April 1, 2017 and subsequent vacancies arising up to March 31 this year, the departments may be permitted to recruit additional number of manpower but limited to a ceiling of 50 per cent criteria subject to assessment of justification and need for such manpower.

Departments will identify the categories and number of each category of posts to be filled up through direct recruitment, depending on the need, relevance and work profile of the position.

However, the recruitments to be made shall be across all categories of vacant posts and, as far as possible, proportionate to the vacancy available for each post/grade.

Any proposal of any department seeking relaxation from this policy, including proposals for creation of all new posts, may be referred to a committee headed by the chief secretary, which will assess the need and justification for the same and make suitable recommendations for consideration of the government, the office memorandum said.
