The Chief Minister had announced that action would be taken up against anyone who violated the ground rules of SoO following strong public complaint.
But whether he was only acting is not know, the statement of the proscribed RPF said.
Pointing out that designated camps should be have constructed earlier, RPF questioned whether the armed cadres who have no respect for the ground rules are to be let loose until construction of the camps.
Ridiculing the perception that problem of violating ground rules by the armed cadres would be solved naturally once construction of the designated camps be completed, RPF wondered what would have been the significance of the ground rules in such a situation.
The unwanted activities of the armed cadres belonging to SoO signatory groups show that there is something not right in the SoO.
What is more important in SoO is not the camp, but the ground rules and the commitment of the Government and the groups involved, the statement said, adding that RPF felt that all the incidents related to violated of SoO including factional killings are by-product of SoO.
RPF further said that India Government and its agents have been calling the true revolutionary fight for the cause of freedom as 'misguided' while those who are being instigated to commit all sort of crimes in the name of revolutionary movement, victimised and tortured people, drunkard, drug abusers and those who are acting at the behest of their masters are being considered respectable citizens in mainstream.
