State gets Rs 1057.01 cr in last 3 yrs for lowering IMR

Manipur has been adjudged the top position among all States of the country regarding infant survival.
During the past three years the State got Rs 1057.01 crore as award from the 13th Finance Commission for lowering IMR (Infant Mortality Rate) � Rs 358.49 lakh in 2012-13, Rs 325.12 lakh in 2013-14 and Rs 373.40 lakh in 2014-15, against Rs 5000 crore allocated for all the States in the country.
The award is the highest among all states.
Health and Family Welfare Department, Manipur is a major Department having sanctioned post of 8083 employees of which 5504 are in position, whereas some Departments have less than 130 sanctioned posts.
The total public health manpower under the state government as on February 2016 including JNIMS, NHM and MACs is 9065.There are 557 health institutions including JNIMS Hospital, State TB Hospital, State Leprosy Hospitals and State Ayush Hospitals, 7 District Hospitals, 2 Sub-District Hospitals, 17 CHCs, 85 PHCs and 421 PHSCs.
Again, there are one Nursing College, 3 FHW Training Schools and one Family Welfare Training Centre.
The Health Care Delivery System in the State is organized at three levels (Primary Care Level, Secondary Care Level and Tertiary Care Level) supported by a referral centre.
The Primary Care Level comprising of Primary Health Sub-Centres (PHSCs), Primary Health Centres (PHCs) and Community Health Centres (CHCs).
Essential basic Health Care is provided at this level.
One CHC, 16 PHCs and one PHSC are newly established.
With these, the existing number of CHC is 17 while PHC and PHSC are 85 and 421 respectively.
The Secondary Care Level comprising of Community Health Centres (CHCs) and District Hospitals as referral Centres when comparatively complex curative services are provided with basic specialists facilities.
The government has established one new District Hospital (DH Bishnupur) and two new Sub-District Hospitals (Moreh and Jiribam) and also sanctioned establishment of Imphal East and West District Hospital.
The Tertiary Care Level where specialists and super specialist case are provided.
It includes the State level Hospital such as JNIMS.
The Hospital has been upgraded in 2010 as an institute with an intake capacity of 100 MBBS students.
The MCI (Medical Council of India) has given full recognition of the institute with the pass-out of first batch during 2016 after completion of internship.
MCI has approved of opening PG Courses in some disciplines.
The bed capacity of the hospital has been increased from 300 to 600 beds with lots of modern sophisticated equipment and facilities.
The other establishments are one BSc nursing college of 40 intake capacity (2012) and 50 bedded State Ayush Hospital (2015).For establishment of another six GNM Schools construction work is progressing.
A fully fledged State food testing laboratory has been functioning since July 2011 .
The Manipur Nursing Council was constituted on July 23 2008.The Manipur Pharmacy Council was constituted on May 14, 2014 and Manipur Medical Council was constituted on Sept 9, 2014 .
