Teacher dismissed for forgery appointed again

A Graduate teacher of RMSA who was dismissed from service for forging certificate has been appointed again as a contract lecturer and he is now posted at TG Higher Secondary School.
Education (S) Joint Secretary L Nandakumar issued an order on June 4 whereby 605 contract lecturers of Higher Secondary schools were given their postings.
The same order posted the dismissed RMSA Graduate teacher as a contract lecturer of Political Science at TG Higher Secondary School.
The fraud was already identified as one Kaphunsinpou Malangmei s/o Kamuna Malangmei of Gaipuinam, Khuman Lampak.
He was appointed as a Graduate teacher on September 27, 2014 and he was posted at Tharon High School, Tamenglong.
According to the recruitment rules, the essential qualification for RMSA Graduate teachers was Graduate with BEd or equivalent.
At the time of the recruitment, Kaphunsinpou Malangmei submitted a copy of BEd certificate purportedly issued by DM College of Teachers' Education in 2004, sources informed.
However, on crosschecking by Education (S) Department, the Principal of DM College of Teachers' Education informed the Education (S) Director in black and white that Kaphunsinpou Malangmei did not study BEd in the college and no certificate was issued to him.
Subsequently, he was dismissed from service on February 22, 2018 .
Moreover, the Education (S) Director directed the ZEO Tamenglong to lodge an FIR against Kaphunsinpou Malangmei and also to recover the salaries he enjoyed before his dismissal within six days.
Although Kaphunsinpou Malangmei was dismissed in 2018, he is still working as State Coordinator (Civil Works) at the office of RMSA State Implementing Society.
According to the sources, Kaphunsinpou Malangmei was utilised as State Coordinator (Civil Works) at the office of RMSA State Implementing Society while he was serving as RMSA Graduate teacher.
After his dismissal, Kaphunsinpou Malangmei was among the candidates who applied for the post of Chief Operating Officer of Manipur State Rural Livelihood Mission (MSRM) under RD&PR Department but he was not appointed.
Such acts of fraudulence which evoke a serious question about the possible involvement of some people in power corridors has severely undermined the incumbent Government's slogan 'zero tolerance against corruption', the sources added.
