RIMS seniority list caught in a web of confusion

RIMS authority is still unable to publish the final seniority list of Professors working in the institute.
A tentative seniority list was published on November 1, 2010 but no final seniority list has been published till date even though tentative seniority lists were published a couple of times in between, sources informed.
This year too a tentative seniority list of Professors was published.
As per rules, objections should be invited from the enlisted Professors within a period of 15 days from the date of publication of the tentative list.
If there is any objection, the list should be re-examined and the RIMS authority should publish an official and binding seniority list.

But the is still in limbo because of claims and counter claims.
As such, the matter has been put in a state of comatose after the tentative list was published.
Nonetheless, RIMS authority has been working to thrash out the differences and controversies.
As per the tentative list published recently, Dr Ch Arunkumar of Orthopaedic Department occupies the top position and Dr Ng Brajachand of Microbiology is listed in serial no 2 .
The third position is occupied by Dr Th Tomcha of Radio Therapy.
Dr Ch Arunkumar's date of birth is March 1, 1952.He was appointed as Associate Professor on July 10, 1986 .
He became a Professor on time scale promotion on February 1, 1996 before he was adjusted to regular post on February 29, 2004 .
Dr Ng Brajachand's date of birth is February 1, 1951.He was appointed as Associate Professor on October 10, 1988.He became a Professor on time scale promotion on February 1, 1998 and he was adjusted to regular post on December 22, 2003 .
Date of birth of Dr Th Tomcha is March 1, 1953.He became an Associate Professor on September 6, 1991 before he got direct promotion to the post of regular Professor on December 31, 1991 .
At present, there are two Professors at RIMS who were appointed directly on regular basis.
The other one is Dr A Meina and he occupies 27th position in the tentative seniority list.
RIMS Director Sekharjit's wife Dr Damayenti became a Professor on time scale promotion and she is listed in serial number 19 in the tentative list.
RIMS authority's inability to publish an official seniority list is rooted in the confusion and the resultant dispute whether Professors promoted based on time scale would be treated as seniors or whether Professors appointed directly on regular basis would be treated as seniors.
RIMS being an institute functioning under the Ministry of Health should follow MCI guidelines.
MCI guidelines and recruitment rules must be having clear instructions whether Professors should be appointed regularly or they can be promoted based on time scale or both the modes are applicable.
Again if both the modes of appointment/promotion are applicable, the rules must be having clear instruction on which set of Professors should be treated as seniors.
Seniority list of RIMS Professors cannot be finalized because the RIMS authority does not look up to the rule book, said the sources.
