Cong slams BJP Govt for not convening House session

Peeved over not summoning the Manipur Legislative Assem-bly session, the Congress party has asked the ruling BJP to take full responsibility if President's Rule (PR) is imposed in Manipur.
Addressing the media at Congress Bhavan today, MPCC president K Megha-chandra said that the normal session of the State Assembly has to be convened before September 2 which is only 12 days away but the Government hasn't issued even a notice till today.

Saying that the BJP Government is undermining the democratic process and the rights of legislators given by the Constitution, the MPCC chief asked the double engine Centre and the Manipur Government to take full responsibility if there is Constitutional crisis and PR imposed in the State.
Further stating that the Congress and other like-minded parties have been urging the Government to convene a special session of the State Assembly so as to take a collective resolution to protect the State's integrity and forward the same to the Parliament for discussion, he said that the BJP Government, however, didn't take the constructive suggestion from the Opposition parties.
Saying that the State Cabinet had recommended to the Governor for summoning the 4th session of the 12th Manipur Legislative Assembly on August 21 earlier but the same has not taken place, he asked if the Government has a secret plan to impose PR in the State.
Explaining the procedural aspect, Meghachandra noted that as per the rules, notice must be issued to the legislators at least 15 days before the commencement of a session.
Saying that this year's monsoon session might not be held as the notification to call the session must be issued by August 16, the MPCC chief continued that such actions are unprecedented in any part of India.
He expressed skepticism about the possibility of an emergency session too following the denial of the normal session.
Questioning the motive behind not calling the session, Meghachandra speculated that the decision to not call the Assembly session might be to shield certain BJP MLAs.
He then criticized the State and Central Governments for their perceived lack of seriousness in addressing the ongoing violence that has resulted in loss of life and property in Manipur.
