MPSC defunct sans chairman and members; employees dejected

The Manipur Public Service Commission (MPSC) is presently missing a chairman and one of its required two members, making it impossible for the Commission to carry the most basic responsibilities including declaring results of various examinations conducted by it.
In addition, many government employees have been left dejected as the recommendations made by the Commission cannot be put into action.
According to a source, MPSC chairman Laishram Angamchand Singh (IA&AS) retired from sendee on October 4, 2023, leaving the post of chairman vacant.
Meanwhile, only one of the two required member is present.
The prolonged vacancy of the post of chairman and a second member has been making it difficult for the Commission to function properly.
MPSC was constituted on October 3, 1972, as per the order of the then governor of Manipur in accordance with Article 318 of the Constitution of India.
The Commission is to have a chairman and two members.
The Commission began to fully function on October 23 the same year.
The source continued that absence of chairman and member of the Commission for four months has delayed declaration of result of many examinations.
This, in turn, has greatly harmed the interests of many students and candidates alike.
On top of this, the Rules and Regulation approved by the state government and modified Rules and Regulations to be recommended by MPSC is not being done so.
As such, the careers of many government employees are being affected.
Employees with a long service period are being denied promotion due to MPSC not making the requisite recommendation, with many having to retire despite having the opportunity to get promoted.
Many have posed questions over the reason behind the current government's inability to appoint a chairman and the missing member of the Commission till date.
Some have questioned if there is no competent and qualified individuals available for the post of MPSC chairman and member.
The main functions of MPSC include conducting examinations for appointment to services of state government; recommending candidates to various civil services and civil posts through recruitment methods prepared in consultation with the state government; guidelines to be followed while making appointments, promotions and transfers to civil services and posts; and all disciplinary matters of a person serving the Government of a state in a civil capacity, including memorials or petitions relating to such matters; and others, the source conveyed.
