AMBA submits memo to CM, CJ

Imphal, September 07 2015: All Manipur Bar Association (AMBA) on Monday submitted a memorandum to the Chief Minister and the Chief Justice of Manipur High Court.

In the memorandum, AMBA has pleaded with the Chief Minister to make amendments to the Manipur Judicial Services (MJS) Rules, 2005 and sought his intervention on the alleged "irregularities" in the recruitment of MJS officers.

The memorandum has asked the Chief Minister to initiate steps for reducing the eligibility cut-off marks of unreserved (UR) category to 50% from the present 60% and to 45% from present 50% for SC/ST category through suitable amendment.

The association also sought amendment of the proviso of Clause (3) of Schedule B under the caption "General Instructions" of the MJS Rules, 2005 by specifying that such relaxation of marks for SC/ST category is for reserved category of posts only.

ANBA has asked the Chief Minister to look into various irregularities committed during the recruitment process of different grades of the Manipur Judicial Services (MJS) for the ends of justice.

In the memorandum submitted to the Chief Justice, AMBA has requested him to initiate appropriate action on recalling, rectifying and reissuing of a notification with regard to recruitment of three MJS Grade-I unreserved posts by fixing the marks to be eligible for viva voce for all categories of candidates uniformly at 50% within a period of seven days.

AMBA suggested that as an alternative, the recruitment may be kept in abeyance till the amendment of the relevant portion of the MJS Rules 2005 is made effective by the Government of Manipur.

The association has also asked the Chief Justice to look into irregularities committed in the recruitment process in different grades.
