Imphal, September 07 2015:
The NPF has submitted a memorandum to the Union Home Minister yester-day demanding dismissal of the Ibobi led Govt in Manipur.
The UNC memorandum said that in order to throw a spanner in the peace initiative under the dynamic leadership of the PM, the O Ibobi Govt had passed a resolution in the Manipur Assembly on Aug 31 without much debate and without giving due opportunities to the NPF to oppose it.
Addressing a press meet at NPF Manipur unit office located at Dewlahland today, Awangbou said it is a big question where the present Govt is leading the people.
The four Naga People's Front (NPF) MLAs have tendered their resignation from the Assembly due to alleged insensitivity of the Govt to the sentiments of the public, NPF president Awangbou Newmai said.
Four NPF MLAs namely ST Victor Nunghlung, Dr V Alexander Pao, Samuel Ri-som and Dikho Mao have tendered their resignation to the Assembly Speaker on Saturday.
The MLAs today met the Speaker.
Awangbou accused the present Govt of being insensitive to the voices of the people.
The Govt has failed to address the grievances of the people on time.
The movement for formulation of a legislation to regulate influx of migrants in the State has begun long time back in the valley area, he said.
Responding to the demand, the State Assembly passed three Bills PMP Bill, 2015, MLR&LR (7th Amendment) Bill, 2015 and Manipur Shops and Establishment (2nd Amendment) Bill 2015 .
Spontaneous protest against the Bills erupted in the hill areas on ground that the three Bills were passed without consulting the Hill Areas Committee of the State Assembly.
The protest resulted in the loss of nine lives at Churachandpur, the NPF president said.
The Bills will be acceptable to all had leaders of the Hills and Valley people been consulted before passing them in the State Assembly, Awangbou said.
The volatile situation was exacerbated by the use of State forces instead of listening the grievances of the people, the NPF leader asserted.
Any protest or movement could be solved with meticulous plans by the Govt, he said.
The Govt should be held solely responsible for all the unrest, killings and injuries in both the hills and valley, closure of educational institutions and inflation of price of essential commodities.
Awangbou also said that the resolution adopted by the State Assembly regarding the Indo-Naga Peace Accord on Aug 31 hurt the sentiments of the Nagas.
The deliberate delay in formation of Council in Chandel and Tamenglong districts shows the Congress centric character of the Manipur Govt, he alleged.
The resolution assails the Govt of India's initiative against possible solutions to the question of integration of Nagas and also calls for a Constitutional amendment to Article 3 thereof so that State legislature's opinions are binding on the Union in regard to alteration of States boundaries, the NPF said.
The resolution further assails possible steps of the GoI for better administration of Nagas in States other than Nagaland.
As such, the resolution is not only 'anti-Nagas,' but 'anti-National' too.
The resolution is the expression of resoluteness of Ibobi's Govt to thwart positive steps towards peace in the region, it said.
On the three Bills passed on Aug 31, the NPF said the PMP Bill makes Nagas and other tribals 'foreigners' in their homeland.
The MLR&LR (7th Amendment) Bill aims a long term negative vision of throwing tribals and Nagas out of their homesteads and the MS&E (2nd Amendment) Bill is anti-Naga and anti-tribal in character, the NPF said.
