Imphal, June 23 2010: The State School Education Department and National Mission on Bamboo Application (NMBA) have signed memorandum of understanding (MoU) to conduct training programmes for unemployed youths and school dropouts to ensure self employment in the State where there is adequate bamboo resources.

Announcing this while talking to mediapersons in his office chamber here this afternoon, Education Minister L Jayantakumar informed that the MoU was signed between the School Education Department and National Mission on Bamboo Application on June 18 .

Accordingly, officials of the National Mission on Bamboo Application, which is an undertaking of the Government of India, would be arriving at Imphal in first week of next month to provide necessary training on production of various Bamboo products, the Minister said.

The State Govt has identified NG College as the venue where the training programme would be conducted.

During the course of the training programme, the trainees would also be provided a stipend of Rs 50 each every month, the Minister added.

He further informed that Sarva Shiksha Abhiyan, State Mission Authority has also signed another MoU with the National Mission Geospatial Application on mapping the schools in Manipur for proper implementation of Rights to Education.

National Mission Geospatial Application would be carrying out the mapping free of cost, the Minister said, adding that mapping of the institute can also be not only used in monitoring the developmental works of the Govt but also in the counter insurgency operation.

The Chief Minister has taken keen interest in signing of the MoU for school mapping, the Education Minister said.

He went on to inform that a joint meeting of all the Education Ministers and Commissioners of the States with the Union Human Resource Minister Kapil Sibal from June 17 to 19 at New Delhi and discussed issues related to implementation of Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan and Right to Education.

The joint meeting also discussed issues related to uniform conduct of examination for class XII as well as combined examination for students aspiring to study MBBS/Engineering courses all over India, the Minister informed.

As implementation of Right to Education has necessitated proper training of all the teachers but there are no proper infrastructure in the State, discussions are on to tie-up with IGNOU in this regard, the Minister disclosed.

Moreover, as there would be no one to teach the students if all the teachers are on training, proposal has been made for substitute teachers for teaching the students, the Minister said, adding that discussions are also underway to include local MLAs in the School Management Committees.

Furthermore, the Minister disclosed that plans are afoot for opening 64 centres for adult education in the four sub-divisions of Senapati district where there had been some problems encountered during census exercise in 2001 .
