Imphal, January 31 2015 : Council of Higher Secondary Education Manipur (COHSEM) and Board of Secondary Education Manipur (BOSEM) have put in place a slew of new measures for conducting Class XII and Class X examinations next month.

Unlike the previous years, both COHSEM and BOSEM have adopted a totally new approach towards conducting the crucial examinations.

This year, the exams would be conducted in holistic manner through participation and coordination amongst COHSEM, BOSEM, Department of Education (S), Education Directorate (U), RMSA and SSA.

Moreover, Deputy Commissioners would be roped in for selection of private centres.

Briefing media persons at the SSA conference hall, Babupara this afternoon, Education Minister M Oken-dro stated that micro-observers would be introduced at all private centres for keeping a sharp vigil on the Class XII and Class X examinations.

All these new measures have been initiated with a view to make the two crucial examinations academic parameters of very high standard.

Some students who cleared Class XII exam conducted by COHSEM with 80-90 per cent marks could not crack the DM College entrance test last year.

This was an indication of students resorting to mass copying.

The incident of stoning a team of COHSEM at Thoubal last year was something contemptible.

Class XII exam starts from February 16 and Class X exam from February 17.Newly recruited RMSA tea-chers would be deputed to private centres as micro-observers to ensure that no one takes recourse to malpractices.

The micro-observers would be provided cameras and vehicles.

They will observe the conduct of exam as per rules and report to the Secretary of the COHSEM rather than the Controller of Examination.

Altogether 25,000 students would appear in the Class XII exam while 35,000 students would face the Class X exam.

This time DC's would be directly involved in selection of private centres and this would help in ensuring that students are not invigilated by their own teachers.

There would be strict enforcement of punishments on all those involved in malpractices by filing FIRs at the local police stations, Okendro stated.

Assessment of security requirements would be done at the level of the DGP together with representatives of COHSEM and BOSEM.

The Education Minister also appealed to all parents/guardians, student bodies and teachers to cooperate with the authorities and ensure that the two crucial examinations are conducted strictly according to rules without any malpractices.

Unlike in the past where the answer sheets were encoded by hand, the answer sheets would be encoded with computer this year.

There are 51 schools in Manipur which are affiliated to CBSE.

Many more such schools are mushrooming up in different parts of Manipur.

Henceforth, the Government would not remain silent to this unhealthy trend.

To a query, the Education Minister categorically stated that no mission/private schools should conduct admission test adding that it is prohibited by RTE Act.

A Bill for upgrading DM College to the level of a university would be tabled in the next session of the State Assembly.

As for the proposed Sangai University, the Assembly's Select Committee would make a direct assessment of the site where the university would be set up on February 4, he added.
