Govt giving priority to health and education sectors: CM
All Departments asked to include PM Modi's photo in official programmes: Biren

Imphal, December 15 2022: Chief minister N Biren launched Chief Minister's Menstrual Hygiene Scheme (CMMHS) and Chief Minister Mitki Layeng (CMML) Scheme along with a mobile Ophthalmic Bus in a function held at Wangkhei Higher School, Imphal East on Thursday.

The programme was organised jointly by Directorate of Health Services and State Health Society, National Health Mission, Manipur.

The programme also included integration of CMML and National Tuberculosis Elimination Program (NTEP) with Chief Minister's Health for All.

Speaking on the occasion, Biren maintained that the state government is giving priority to health and education sectors and as such, various schemes have been taken up for the development of these sectors.

He continued that education and awareness on menstrual cycle is very important for women for healthy development and growth of adolescent girls.

The CM also said that one should not feel shy in expressing about the menstrual cycle as it is a natural change and called upon the teachers help the girl students understand menstrual cycle.

He also declared that the state government would cover all the schools in the state with CMMHS soon.

Biren further said that his government always fulfils commitment given to the public and Wangkhei High School has been upgraded to Higher Secondary School as announced earlier.

He continued that the state government has sent proposal for upgrading infrastructure of 275 high schools and 35 higher secondary schools under Prime Minister s Development Initiative for North East (PM-DevINE).

While commending health staff and ASHAs for the selfless service rendered during the COVID-19 pandemic and helping the state overcome the pandemic, he also gave credit to Prime Minister Narendra Modi for successfully tackling the outbreak.

On the other hand, the CM revealed that he has instructed all the departments under the state government to use PM Modi's photo in all official programmes.

The initiatives being taken up in the state and the achievement the state has made are all under the vision and guidance of PM Modi, he reasoned.

In the past, military officials were sent to the region for any issue but today union ministers are visiting to resolve issues, and it is a change brought by PM Modi.

As such, using his photo in all official programmes of the government's departments would be a befitting honour to the PM, Biren maintained.

He also spoke about the benefits provided to the people through Chief Ministergi Hakshelgi Tengbang (CMHT) and Ayushman Bharat scheme.

He pointed out that the people of Manipur have the habit of ignoring health problems until it becomes serious and fatal.

As such, the state government started Chief Minister's Health for All Scheme to ensure early detection and early treatment of diseases.

Door-to-door visit by health staff and test are done under the scheme.

So far, more than 800 villages with around 3.5 lakh people have been covered under the Scheme, he informed.

Biren went on to say that the government has constructed open gyms at various places considering the importance of healthcare and assured that open gyms for remaining areas would be developed soon.

He further spoke on the campaigns carried out by the government for preserving nature and mitigating the impact of global warming.

The issue of global warming should not be taken lightly.

December is usually the coldest month in the state but December this year is experiencing warmer weather and this might bring many unseen impacts.

Deforestation in the hills resulted in rivers drying up fast and receding water level of Loktak Lake, he said, while calling for contributing in the fight against climate change.

Regarding the eviction drive carried out by the government, the CM said that the step was taken up for the sake of the state, its people and their future.

He also called for maintaining hygiene in the surroundings and living a neat and clean life.

Regarding the role of women in shaping the society and their achievements, the CM informed that the state cabinet had taken the decision to focus on women's power and contribution in the state's handloom, handicraft and economic sectors for showcasing it to representatives of G-20 countries during their visit in the state.

Around 180 delegates from different countries would be visiting the state for the programme, Biren informed and appealed to the people to support the government's initiatives to develop the state and make Manipur a model state.

Health and family welfare minister Dr Sapam Ranjan, in his presidential speech, congratulated the health department officials on receiving the best performance award in tele-consultations category of Health and Wellness Centres (small state) on Universal Health Coverage Day 2022 held in Varanasi recently.

He said that the award is the result of the chief minister's initiatives and focus on healthcare sector.

Chief Minister's Health for All is becoming a popular Scheme and is being talked about in various platforms, he added.

The minister also informed that CMMHS will soon cover all the schools in the state.

Highlighting the benefits to be given under Chief Minister's Mitki Layeng Scheme, he said that the state had set the target of conducting 3000 cataract surgeries during 2022-23 out of which 2850 surgeries have been completed so far.

He also said that the government is planning to set up an eye bank soon.

During the programme, the CM distributed 14 Advanced Life Support (ALS) ambulances, one each for Kamjong, Tengnoupal, Noney, Pherzawl, Thoubal, Bishnupur, Imphal East, Imphal West, Ukhrul, Senapati, Tamenglong, Churachandpur, Chandel districts and one for Directorate of Health central pool.

He also distributed kits for door-to-door campaign for Chief Minister Mitki Layeng Scheme and National Tuberculosis Elimination Program (NTEP) .

The CM also launched a sanitary napkin vending machine at the host school and distributed sanitary napkins to girl students apart from releasing a booklet on CMML and distributing spectacles under the scheme.

The programme was also attended by Manipur Legislative Assembly speaker Thokchom Satyabrata, education minister Th Basantakumar, additional chief secretary V Vumlunmang, health services director Dr Kh Sasheekumar Mangang, NHM state mission director Dr Somorjit Ningombam, doctors, health staff, teachers and students among others.
