Popilal granted pre-arrest bail

Imphal, February 16 2023: Session Judge Imphal West in-charge today granted interim pre-arrest bail to Ningthoujam Popilal, president of Manipur Pradesh Youth Congress till February 27 .

The anticipatory bail was granted to Popilal in connection with an FIR lodged with the Lamphel police station against him.

The FIR was registered based on a complaint lodged by Manoharmayum Barish Sharma, president of BJYM (Bharatiya Janata Yuva Morcha) against Ningthoujam Popilal and three other unknown persons under Section 307/326/34 IPC and 25(1-b) Arms Act.

The complaint alleged that on February 9 night, N Popilal pointed a gun at M Suresh, spokesperson of BJP Manipur Pradesh and Alex Ningombam, office secretary BJYM and assaulted them with the intention to kill before fleeing the scene with three unknown persons.

It was also alleged in the complaint that N Popilal used a face mask, however he was clearly recognised by the victim, M Suresh.

It may be noted that on February 13, the same Court had directed OC Lamphel PS to submit detailed reports of the FIR for its consideration to grant anticipatory or interim bail.

N Popilal, 28, is son of Ramesh of Phayeng Mayai Leikai.

During the hearing today, the petitioner's counsel submitted that Popilal's grandmother expired on February 14 and his family are in deep sorrow.

Stating that Popilal is to attend the ritual ceremony, the counsel prayed for granting him anticipatory bail.

On the other hand, the Public Prosecutor placed a message furnished by the OC Lamphel PS requesting the Court to fix another date to submit the detailed report of the FIR case.

The Court on perusal of the submission of the prosecutor, instructed the police to submit the details of the FIR on or before the next date of hearing.

The Court, considering the demise of the grandmother of the petitioner as well as unavailability of the detailed FIR report, granted anticipatory bail.

The Court also directed that in the event of arrest, Popilal shall be released on interim bail on furnishing a PR bond of Rs 30,000 with one surety of the same amount and on the condition that he shall cooperate with the investigation and not leave the State of Manipur without its prior permission.

The Court then fixed the next hearing on February 27 .
