Imphal, April 13 2010: Chief Minister O Ibobi today called for consultation for review of the Manipur (Hill) District Autonomous District Council Act, 2008 later after the elections hold while appealing those opposing the act to allow holding the elections to the councils.

The Chief Minister, speaking at a public function held in connection with the lying of foundation stone for the construction of the a district sports complex at Hundung Bakri Stadium, urged to stop giving hindrances in holding the election to the ADC assuring that any rectification in the act can be made later in due course of time.

There is no definite law or rule which will not allow amendment to any act if it is not convenient or desire by the people.

Government will re-look into the Act if any unwanted insertion in the provisions of the Act, he convinced.

The Act was not drafted by the government at its own wills.

The bill of the act was passed after thorough consultation.

Before the bill was passed, Hill Areas Committee of the Manipur Legislative Assembly, a committee of only MLAs of hill areas was discussed, Ibobi reminded.

When the local bodies' elections remain hold up for the last more than 15 years, Centre has been given strong instruction to the state government.

The Centre even charged the state government of centralizing the power, he said reiterating his appeal to understand the ground situation ahead of the ADCs.

Government wanted to install the grass root level governances in the hill districts and rule by their own representatives.

Government is planning to notify the election schedule soon.

Speaking at the meeting, Ibobi said government is determined to conduct the elections to the ADC around the last week of next month, May, as long hold up to the local bodies elections have hindered passages of development in the hill areas of the state.

"There is no dearth of funds for taking of development works in hill areas," the Chief Minister said informing the gathering that Union Ministry of DoNER and Finance Commission have awarded Rs 50 crore each for development of infrastructures in hill areas under the ADCs.

He also stressed the need of having elected grass root locals bodies to implement various Central sponsored schemes and projects which implement through them and cannot bypass by state government.

"Let hold the election first to have elected local bodies to implement various rural development projects and schemes.

Too long deprivation of rights of the people will not be a right one," Ibobi said with an appeal to co-operate with the government in taking up welfare works for the people.

State youth affairs and sports minister, N Biren, Tribal Development Minister, DD Thaisii also attended the function apart from MLAs Danny Shaiza and other top district level officers of the district.

Meanwhile, attempts were made by suspected bandh supporters to block the road to be taken by the Chief Minister by burning tyres and woods in the middle of the road stretch from Somsai to Hundung.

However, there were no disturbances in the Chief Minister's route to Hundung village where he laid foundation stone for the construction of a district sport complex.

The 24-hour bandh commenced from last midnight paralyzed normal life in hill areas of the state even though huge turn out of people reported in the government functions at Churachandpur and Ukhrul districts attended by the Chief Minister.
