Imphal, September 08 2014:
The questionable conduct of Additional SP (Traffic) Yengkhom Victoria who allegedly raided the office of Joint Committee on Inner Line Permit System (JCILP), Manipur at Nongmeibung here to save he own brother in trouble has cast a shadow on the proposed formal talks between the State Government and the Committee which was scheduled for tomorrow.
After the first formal talks on September 4 failed to take off as the representatives of JCILP did not show up in pursuance of their demand for releasing the arrested ILP activist Advocate Arjun first, the State Government extended its the invitation for talks for the second time today.
With the Committee also accepting the invitation since their demand has been fulfilled with the unconditional release of Advocate Arjun from the jail, the talks was scheduled for tomorrow at 2 pm in the conference hall of the Chief Minister's Secretariat.

However, a shadow has now been cast on the proposed talks with the Committee threatening to review its decision in case the Government of Manipur fails to suspend or terminate Additional SP (Traffic) Yengkhom Victoria, who is also the Deputy Commandant of 7 Manipur Rifles, from her post and service.
The swift but disturbing development has come about after Victoria barged into the office of the Committee at Nongmeibung here today while a meeting in connection with tomorrow's meeting was going on and not only ransacked the office but also forcefully took into custody some of the JCILPS members.
It may be noted here that as part of the ongoing movement for implementation of Inner Line Permit system being spearheaded by JCILPS, a task force formed for the identification and verification of non-locals residing in the state conducted a search at M/S Tashi Interior office, Singjamei on September 6 .
The company in question is owned by Yengkhom Devson, who is the elder brother of Victoria.
But instead of co-operating with the team in identification of the non-locals, the proprietor cum managing director of the company, Y.Devson tried to confront the search team and even used inappropriate words.
Subsequently, M/S Tashi Interior office was shut down by JCILPS.
Today, while a meeting of the JCILPS was going on regarding the Chief Minister's second invitaion for talks on the issue of ILP, Devson came to the office of JCILPS and behaved roughly again using harsh words.
This led to an altercation between Devson's party and JCILPS students wing.
On hearing about the altercation, Additional S..PVictoria rushed in to the JCILPS office and started beating up the JCILPS students' wing members and further arrested 14 of them including four women wing members.
Later, the Imphal East S.P, the Additional S.P and their team also reached the spot and created a huge uproar.
A team from Porompat police station also tried to confiscate the office computers, but strong defense from the JCILPS women's wing prevented the police team from taking the computers.
Convenor of JCILPS women's wing L.Nganbi has stated that the act of disrupting the meeting convened regarding the formal talks to be held tomorrow with the government by Victoria nd her party was highly condemnable and that the committee would not hold any talks until the Additional S.P, Victoria is either suspended or terminated from her post.
Nganbi further said that the inappropriate behavior displayed by Victoria is against the law and that she did not behave like a proper police officer.
"Her act was highly condemnable and showed disrespect for the womenfolk of the state", Nganbi asserted, while demanding that Victoria should apologize for all her actions.
With the arrest of the 14 JCILPS members including convenor of students' wing, M.Angamba and other four members of women's wing, the committee has resolved that it would only speak with the government after the arrested JCILPS members are released and befitting action taken is up against Victoria.
Co convenor of JCILPS, Kh.
Raten has categorically stated that the series of actions taken up against the committee seem to plan for suppressing the activities of JCILPS.
Just after the altercation, a police team was sent to seize the computers of the office.
As such, the JCILPS takes the incident very seriously, the co-convenor said.
