Chandel sensitised on various Govt schemes

Thoubal, October 30 2013: Hmangte Lerte Kom, MCS, SDO, Chakpikarong, Chandel today said that there are people who take for granted that Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is a gift from heaven and the fund can be enjoyed without executing the works.

Speaking as a resource person in the morning session of the second day of the three-day Bharat Nirman Public Information Campaign being held at Koshang Memorial Community hall at Khangshim Village, Chandel district, Lerte Kom dismissed the notion many people have about MGNREGS as 'free money' while saying that people in the rural areas should execute the work to get the benefits of the scheme.

Explaining how the MGNREGS can become a success, the SDO said that the success of the scheme depends on the labour of the villagers.

Pointing out that the number of work days in Chandel district under the scheme last year was only 80, Lerte attributed the shortages of 20 days to 'lapses on the part of the villages' .

"There is no room for the Programme Officer to misappropriate funds," the SDO asserted.

Indira Awaj Yojana: Luckyson, ADM/PD, DRDA Chandel said too many programmes launched by the Government lay wasted as the people are ignorant of all these programmes launched for them.

He said the list of IAY beneficiaries is prepared by local bodies.

Preference should be given to widows, whose widowhood has crossed three years, physically and mentally challenged persons and transgenders in the selection of beneficiaries under the scheme.

NRHM: In the afternoon session Dr S Ibomcha Singh, CMO Health Department Chandel district said that there are 27 primary health sub centres, three public health centres and one hospital in the district.

But these primary health sub centres cannot function properly due to want of staff.

The PHSC at Sajik Tampak and Komlakhong are the only centres that are functional.

Under the NRHM 1051 women in Chandel district have received benefit for delivering babies at home and 663 for delivering at hospital.

Integrated Child Development Scheme (ICDS): Th Mangijaobi Devi, District Programme Officer of ICDS Cell while speaking in the afternoon session said that there are five CDPOs and Project Supervisors under the ICDS Cell, Chandel.

They are based at Chandel, Chakpikarong, Khengjoi, Machi and Tengnoupal Sub Divisions.

There are 545 Anganwadi Centres and 544 Anganwadi Workers and Helpers in the district.

However, in Chandel Sub Division, 35 Anganwadi Centres are not working, in Machi Sub Division 42 AWCs are not working, and 139 AWCs are non functional in Khengjoi.

Direct transfer scheme: The second day technical session came to an end with the delivery of speech by Salam Enaomacha, senior journalist in the afternoon.

Talking on the direct transfer scheme launched by the UPA II Government at the centre, he said the new scheme will reach Manipur within two or three months from now.

The scheme had been successfully implemented in other States of the country.

When this scheme is fully implemented all over the country red-tapism will be eliminated.

He said the benefits given by the centre reaches the state capital first then the district and block level, in between there is enough space for misuse of the fund meant for the common people.

The scheme has been framed by the Government to give benefit to the common people.

But one has to open bank account in a nationalised bank and get Aadhar card number to get the benefits given under the direct benefit scheme.

The second day programme was highlighted by the organisation of healthy baby competition at the main venue.

12 babies participated in the competition organised by Directorate of Field Publicity.

The first prize of the competition went to Muiram daughter of Hormila of Lamlong Christian compound Chandel, while the second prize was bagged by M Owtimmi daughter of M Pinky of Kanemram village.

K Darmarya daughter of Khaling Priya of Biyang village grabbed the third position.

A one day free medical was also held today at the main venue as a part of the Bharat Nirman Campaign.

Around 216 persons were given treatment during the camp.

The Camp was jointly organised by PIB Imphal in collaboration with District Health Society Chandel.
