AMUCO, UCM, CCSK convene Nov 18 public meet on Framework Agreement

Imphal, November 11 2017: A one day public discussion on possible outcomes of the Framework Agreement signed between the Government of India and NSCN-IM on August 3,2015 would be held at Lamyanba Shanglen, Palace Compound under the aegis of AMUCO, UCM and CCSK on November 18 .

Speaking to media persons at their Lamphelpat office today, UCM president Elangbam Johnson said that AMUCO, CCSK and UCM have been working on a common platform since the Framework Agreement was signed and they have unequivocally declared that they would not tolerate any disturbance to the integrity of Manipur in any form.

"We talked with the Government of India twice on the issue and a six-point memorandum was submitted", Johnson said.

The three organisations have been closely watching the political dialogue in consultation with the consultative committee.

It has been reported that a solution would be worked out by December this year.

The public discussion programme is being organised in view of the possible impacts of such a solution to the integrity of Manipur and its territorial boundary, Johnson said.

AMUCO president Ph Deban said that the public discussion programme is devoid of any inclination to pose hurdles to any of movement of any community/organisation.

The discussion programm is a part of the people's endeavour to protect the integrity of Manipur which has been repeatedly challenged since the British colonial period.

Government of India's interlocutor RN Ravi has been explained without leaving any room of ambiguity about what is Manipur and how many communities live in the State.

RN Ravi was also told to understand the history of Manipur in a comprehensive manner, Deban said.

The interlocutor was told that the Government of India's outlook with regard to Nagaland where Nagas constitute 80 per cent of the total population should not be applied to Manipur.

Any solution to the ongoing political dialogue between NSCN-IM and New Delhi should not have any element of bifurcation of State administration or internal divisions on ethnic line, asserted the AMUCO president.

All the details of the Framework Agreement should be disclosed to the people of Manipur and they should be taken into confidence before a solution is worked out between the two sides.

If the solution worked out between NSCN-IM and New Delhi impinges upon the integrity of Manipur in any manner, there will be a massive civil uprising, more ferocious than the June Uprising of 2001, he claimed.

The Government of India must understand these possible repercussions and New Delhi is expected to come out with a solution which is amicable and acceptable to all stake holders, Deban said.

CCSK vice-president Jitendra Ningomba said that a meeting of all political parties was held ahead of the 11th Manipur Legislative Assembly election where they were asked to lay down their positions on the issue of the State's integrity and territorial boundary.

With the exception of one or two political parties, all the political parties including the ones which are in power at the moment pledged that they would protect the integrity of Manipur, Jitendra reminded.

While inviting one and all to the November 18 public discussion, Jitendra appealed to all concerned not call any bandh or blockade on the particular day.
