Imphal, May 21 2014 :
Pointing out several glaring instances of rigging and EVM manipulation by the INC in the last Lok Sabha election in respect of Outer Manipur PC, NCP candidate for Outer Manipur PC in the 16th LS election, C Doungel has urged the Chief Election Commission (CEC) to do away with the use of EVM at least in the State so as to ensure free and fair election.
In a representation to the CEC, NCP candidate C Doungel pointed out that the EVMs were rigged in Churachandpur, Sadar Hills, Thoubal Jiribam (Imphal East) districts whereby more than 3/4th of the votes cast in his favour were transferred to the INC through EVM programming and other manipulations.
"The votes cast in my favour were restricted to certain limit and the rest transferred to INC," he said while adding, "I know this for certain because in booths where I have got 90 pc support and votes were actually cast in my favour, they went in favour of INC" .
These took place in places where the people did not at all support INC candidate because people find him repulsive, Doungel said.
"The INC did this to me because their candidate's vote bank and mine are the same in most places.
Thus, INC which would not in any case cross 1.60-1.70 lakh votes went far ahead to secure 2,96,770 votes and got declared elected.
C Doungel also said that glaring manipulation was also resorted to at the time of counting by the officials in Churachandpur district.
He further cited that nil polling in EVM was indicated in polling stations 57/11 Nungsai even as the vote cast recorded by the presiding officer was 277.As against 461 votes polled at 57/38 Molphei Tampak by the PO, the EVM recorded nil.
The same case has also happened to 58/33 New Lamka (L) and 59/41 Tuiboung NW-3, which are all his strongholds.
He urged the CEC to do away with the use of EVM at least in the State even if it cannot be done away with at one go in the whole of India.
