ATSUM urges RIMS authority

The All Tribal Students' Union Manipur (ATSUM) has said that reservation of seats for ST in RIMS for recruitment group C and D staff (vide advertisement: Imphal the 16th Jan 2016, No B/3025/2015) is not that of Central or State reservation rules.
In a statement, Micah Kamei, information secretary of ATSUM said that although the percentage of reservation in vacancies under direct recruitment on all India basis by open competition varies from State to State/UTs, the figures of the latest census is taken into consideration as it has been decided to revise the quantum of reservation for SCs, STs and OBCs attracting candidates from a locality or a region.
As per census report 2011, there are approximately 1.21 billion population in India, of which, the numbers of SC and ST are approximately 20,13,78086, and 10,42,81,034 respectively whereas in Manipur, 41 percent of the population is constituted by the STs and with a negligible figure of SCs.
Contrary to this, reservation of seat is not fixed proportionately according to the population of Scheduled Caste and Scheduled Tribe on the basis of the latest census, ATSUM said.
During the early part of its existence ie RIMS, regional character was maintained as per the Memorandum of Understanding (MOU) signed between Ministry of Health and Family Welfare, Government of India on April 1, 2007.Unfortunately, what has been in vogue has been twisted with the change of card in the past five years, it alleged.
"Another point of objection is that advertisement for filling the vacant posts of Multi-Task Staff at RIMS, Imphal by direct recruitment is opened to all the intending citizens, of India which is tacitly a manipulation to appoint only the general candidates of Manipur," ATSUM felt.
Urging the RIMS authority to rectify the flaw, ATSUM said it will be hard pressed to stop the recruitment process in case of failure to do the needful.
