Cabinet okays draft Pony policy

Imphal, October 17 2016: Apart from giving its consent to the draft Manipur Pony Conservation and Development Policy, the State Cabinet has decided to activate 10 new police stations and 14 new police outposts.

A Cabinet meeting was held at the Chief Minister's Secretariat with Chief Minister O Ibobi in the chair.

According to Government spokesman and RD&PR Minister M Okendro, the State Cabinet gave its consent to the draft Manipur Pony Conservation and Development Policy with the rimary objective of conserving and protecting Manipur Pony whose numbers are depleting at an alarming level.

The total number of Manipur Pony as per the 17th quinquennial livestock census 2003 was 1898.The 19th quinquennial livestock census 2012 reported that the total pony population declined to just 1101 .

Taking serious note of the fast depleting Manipuri Pony population, the State Government decided to take up all possible Pony conservation measures without any further delay, Okendro stated.

The State Government would open an exclusive Head of Account for implementation of the pony conservation policy and the Department of Veterinary and Animal Husbandry would be its nodal department.

A Manipuri Pony Development Board would be set up with the Chief Minister as chairman.

Veterinary and Animal Husbandry Minister would be its vice-chairman and Principal Secretary/Commissioner/Secretary (Veterinary & Animal Husbandry) would be its member secretary.

Representatives of different organisations working for Manipuri Pony would also be inducted into the board as members.

As decided in a previous Cabinet meeting held on September 6, the State Cabinet decided to activate 10 new police stations and 14 new police outposts by using the existing police personnel.

Even though manpower necessary for the police stations and police outposts which would be opened anew would not be recruited, necessary posts would be created to make the new police stations and outposts functional.

The posts which would be created anew would be filled up from amongst the existing police manpower, Okendro informed.

The 10 new police stations which would be activated soon are Kangvai PS, Behiang PS, Sagang PS, Leimakhong PS, Kangchup PS, Ningthoukhong PS, Wangjing PS, Irong Chesaba PS, Chandrakhong Mayai Keithel PS and Tulihal Airport PS.

Hiyangthang Lairembi Police OP, Langol Laimanai Police OP, Nungei Police OP, Moirangpalli Police OP, Athokpam Police OP, Tentha Police OP, Tekcham Police OP, Leishangthem Police OP, Shangshank Police OP, Lambui Police OP, Nungleiband (Leimatak) Police OP, Ragailong (Irang Bridge Point) Police OP, S Kholian (Thingkeu village) Police OP, Tingpui (Laimanai) Kabui Village Police OP and Nongdam Police OP are the police outposts which would be opened anew.

The Cabinet agreed to create 58 new posts for each new police station namely one Inspector, four Sub Inspectors, five ASIs, four Head Constables, 51 Police Constables and three drivers.

For each new police outposts, 37 posts would be created.

These include one SI, one ASI, two Head Constables, 30 Constables and three drivers.

The Cabinet meeting further agreed to extend the retirement age of non-specialist doctors of Manipur Health Services from 60 to 62.The retirement age for specialist doctors has been already extended to 62, Okendro added.
