Chingai cries foul against apathy

Imphal, July 09 2011:
Taking strong exception against the alleged Government's lackadaisical attitude towards the people of Chingai SDO block, Chingai Village Development Committee (CVDC) has today demanded a departmental inquiry in connection with the pathetic condition of Chingai PHC.
In spite of repeated complaints in connection with the appalling conditions of Chingai PHC, it is very disappointing to note that nothing has been done by the concerned Government authority to redress the genuine grievances faced by the people of the Block, said a release issued by the committee's chairman Ruivah Somingam.
"The State Govt has sanctioned grants amounting to Rs 3,70,519/exclusively to the PHC for meeting various needs of the PHC for the year 2011-12 .
However, as per the fund utilisation report, an amount of Rs.62, 714/-only was spent for the PHC," it said.
It is reliably learnt that the remaining un-utilised amount of Rs.3,07,805/will lapse within a few days.
The amount drawn may include Rs 25,000 spent on Training on M&E, Rs 22000 for M&E Review Meeting and expenditure statement of Rs 6500/for HMIS (Internet), it claimed.
This is highly questionable because there has not been any such meeting or training being held at the PHC so far and no internet facility at the PHC as well, claimed the statement.
What is quite intriguing here is the fact that there is a NIL expenditure statement for GSY (incentives given by Govt for child delivery) even though the Govt sanctioned Rs.48,800/for the PHC.
This itself proves that during the current year, there is not a single child delivery case at the PHC, it rued.
Demanding departmental inquiry into the matter, it alleged that the PHC is running without any medicine stock, no indents have been made for a long time and the MO concerned has never even paid a visit to the PHC.
